This position is based in the UNVMC HQ in Bogota, in the Human Resources Unit
Under the direct supervision of the Chief Human Resources Officer (CHRO) and within the delegated authority, the Human Resources Specialist will be responsible for the following duties:
Human Resources Management:
• Provides advice, and answers general queries on Human Resources (HR) procedures and processes
• Monitors assigned tables for a variety of human resource activities, e.g., internal correspondence, expiration/renewal of visas, driving licenses, accreditations, iNeed requests on HR matters.
• Assists in providing advice on interpretation and application of policies, regulations and rules including the United Nations and UNVMC policies, regulations and rules on gender (specified in the Gender Directive and the Gender Parity Strategy)
• Assists in the evaluation of the effectiveness of related guidelines, HR rules, regulations practices and procedures, and recommends revisions to DMSPC through the HRO and CHRO, where necessary.
Staff Development and Career Support Training:
• Assists in organizing and conducting training courses and workshops.
• Provides logistical and administrative support to trainers.
Budget and Finance:
• Provides assistance in the preparation and development of the unit’s work programme and budget
• Collects data from relevant databases and assists in preparation of HR reports
• Reviews and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for the mission including programmatic aspects
• Assists in the preparation of budget performance submissions for the Mission.
General Administrative Support:
• Provides office support services, including drafting correspondence and communications.
• Establishes and manages reference files both electronically and in paper form.
• Schedules appointments and meetings, and monitors deadlines.
• Assists in preparing documentation for distribution to various offices and departments.
• Provides guidance to mission staff. May provide assistance in reviewing accuracy of documents requiring CHRO signature
• Coordinates and follows up regularly with units and sections across the Mission and liaises as needed with internal team members both at the Mission headquarters and in the field
• Performs other related administrative duties, as required (e.g., travel, monitoring accounts and payment to vendors and individual contractors for services, reviews physical space plans and assists in the identification of office technology needs, maintenance of equipment, software and systems, organizes and coordinates meetings and retreats).

human resources management, administrative or finance services or related area. Experience in the UN or other international organizations is highly desirable.
Experience in the application of UN Staff Rules and Regulations in operational environment is desirable, including administration of a broad range of entitlements and benefits or in recruitment.
Experience using Human Resources ERP systems such Umoja is desirable.
Bogota, Colombia offers excellent living conditions, with all UNVMC staff renting residential accommodations near the headquarters. These accommodations provide access to level 3 hospitals, restaurants, and welfare facilities. Colombia, as a country, is uniquely diverse, offering an interesting and enriching environment. However, it requires a mature level of cultural awareness from residents. Living comfortably and affordably in Bogota demands more stamina and commitment compared to other places.
