The Planet Practice Group & the Climate Change Group

Climate change, poverty, and inequality are the defining issues of our age. The World Bank is the biggest multilateral funder of climate investments in developing countries. Over $32 billion in 2022 alone – accounting for over half of multilateral climate finance to developing countries—and over two-thirds of adaptation finance. The Planet Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water. The Climate Change Group (CCG) resides in the Planet PG and is responsible for mainstreaming climate change across the Bank and scaling climate finance.

The Climate Finance & Economics Unit (SCCFE) is one of five units in the World Bank’s Climate Change Group (CCG). The mandate of the unit encompasses three workstreams:
(i) Climate analytics and diagnostics: development of climate analytics and diagnostics, including tools, instruments and flagship reports that inform climate policy, priorities and finance;
(ii) Carbon markets & finance and carbon pricing: support client countries on carbon markets and carbon pricing and drive innovation in international carbon markets infrastructure; and
(iii) Scaling up and innovation in climate finance: develop innovative climate finance instruments and business models to help the Bank scale up climate finance.

SCCFE accomplishes its mandate in close collaboration with other units within CCG and other regional teams and global practices (GPs).

About the Position: 

SCCFE is seeking a highly motivated Climate Change Specialist, to advance the unit’s work on domestic carbon pricing instruments (carbon taxes, emissions trading systems, and domestic crediting mechanisms), as well as scaling and implementing these solutions through the Partnership for Market Implementation (https://pmiclimate.org/). The candidate will also play a key role supporting the development of Bank’s flagship State & Trends of Carbon Pricing report, serve as focal point for carbon pricing capacity building for PMI countries, as well as play an integral role in developing the unit’s capacity building agenda for carbon pricing, and PMI’s Global Knowledge program.

In addition to having familiarity with carbon pricing, the successful candidate is expected to have strong analytical and project management skills, superb attention to detail, and excellent communication and interpersonal skills.
The Climate Change Specialist will be based in Washington, DC and will report to SCCFE’s Practice Manager.

Duties and Accountability:

The primary function of the incumbent will be to contribute to the implementation of
the carbon pricing work program. Specific duties may include:
• Supporting carbon pricing analytical capabilities to help deliver high quality analysis and advice to internal and external stakeholders.
• Supporting the development and delivery of products relating to the State and Trends of Carbon Pricing.
• Serving as focal point for select PMI country projects, which are aimed at designing and implementing carbon pricing instruments. This includes working closely with government officials and World Bank colleagues in developing countries.
• Supporting the organization of technical workshops and other knowledge management activities, as required.
• Representing SCCFE and PMI at designated external events, meetings and other
engagements, if and as nominated by the Manager.

Selection Criteria

 

• A Masters’ level degree, or equivalent post-bachelor’s qualification in environmental science, natural resource management/forestry, geography, environmental law, environmental policy or environmental economics, engineering and/or other relevant area;
• At least five years’ work experience in the design and/or implementation of domestic carbon pricing instruments. Work in other international institutions and/or developing countries is highly desirable;
• Strong understanding of domestic carbon pricing instruments and their detailed technical design elements;
• Experience with carbon border adjustment mechanisms is desirable;
• Work on carbon pricing modeling and other quantitative analysis is desirable;
• Experience with indirect carbon pricing instruments, like fossil fuel subsidies or fuel taxes, is desirable;
• Experience and understanding of international carbon markets desirable;
• Excellent oral and written communication skills in English; 
• Proficiency in other WB languages is an advantage.
