A An initial virtual meeting with representatives of NABU to gather information, identify the scope of the evaluation and explain the assessment process and the use of the Speak Up Self Assessment Tool for an initial self-assessment by relevant Ukrainian beneficiaries in NABU, is undertaken (minimum 1 page outcome document from meeting). B A series of in-person or virtual meetings with representatives of NABU and other relevant stakeholders to supplement the initial assessment and to clarify any outstanding points relating to the compliance of the agency with ISO37002 and the EU Directive 2019/1937 is facilitated (minimum 1 page outcome document of meeting and next steps). C A draft report for NABU (minimum 10 pages) outlining, as a minimum, the findings of its initial assessments and the meetings held with its representatives and providing concrete and practical recommendations for the improvement of its existing and the establishment of new processes, mechanisms and protective measures relating to whistleblowers, as applicable, taking into account ISO37002 and the EU Directive 2019/1937, is provided. D The draft report during a virtual validation meeting with representatives of NABU, gather any feedback and comments provided during the meetings and produce the final version of the report, is presented.

Duties and Responsibilities

UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. The Corruption and Economic Crime Branch (CEB) acts as the Secretariat of the Conference of the States Parties (CoSP) to the UNCAC. CEB has extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, CEB develops technical tools, and disseminates and facilitates the exchange of good practices in the prevention of and fight against corruption through the Global Programme to prevent and combat corruption through effective implementation of the United Nations Convention against Corruption in support of Sustainable Development Goal 16 (GLOZ99). CEB has also deepened its work on integrity in infrastructure and reconstruction governance and safeguarding of funds intended for constructions, particularly in conflict and post-conflict settings through the adoption of CoSP resolution 9/1, the Sharm el-Sheikh declaration on strengthening international cooperation in the prevention of and fight against corruption during times of emergencies and crisis response and recovery. CEB’s engagement in this area has expanded through an increasing number of national and international engagements including in Ukraine where UNODC has been supporting the National Anti-Corruption Bureau of Ukraine (NABU) to strengthen its internal whistleblower protection and reporting mechanisms. In this regard, NABU has undertaken a number of reforms to implement Article 33 – “Protection of reporting persons”, UNCAC, as well as to better align itself with the Guidelines provided for under ISO 37002:2021 “Whistleblowing management systems” and the requirements foreseen under the European Union Directive (EU) 2019/1937 on the protection of persons who report breaches of Union law. Under the direct supervision of the Chief of FSS/CEB, and in coordination with the Head of UNODCs Programme Office in Ukraine and other UNODC substantive offers and consultants as necessary, the consultant will perform the following substantive outputs: A. Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in law, social science (international relations, management, public administration, political science, or economics, etc.) or in a subject closely related to anti-corruption and / or crime prevention is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. ● A minimum of ten (10) years of progressively responsible experience in law, policy-making and/or advisory services, with an emphasis on anti-corruption, protection programmes, justice, ethics, and/or integrity issues is required ● A minimum of seven (7) years of working experience in an anti-corruption field focused on transparency, procurement, infrastructure and governance is required ● Demonstrated experience in research and analysis related to corruption, whistle-blower and/or witness protection issues research and analysis related to corruption, whistle-blower and/or witness protection issues is desirable ● A demonstrated understanding of the international and EU legal frameworks and practices in the area of anti-corruption, transparency in governance and whistleblower protection is required. A demonstrated understanding of ISO37002 and the EU Directive 2019/1937 is desirable. ● A strong familiarity with current whistle-blower practices and systems used around the world, including good practices, is desirable. ● Previous experience with the United Nations or equivalent international organizations is desirable.

Languages

● English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage
