The IC will develop and oversee the beginning of the implementation of a Programme aimed at tailoring and implementing the IIIM evidence exploitation and data-augmentation projects into the IIIM immediate support to competent jurisdictions and sharing portfolios, in particular in relation to the IIIM support to domestic investigations into the activities of foreign fighters involved or associated with core international crimes committed by ISIL in Syria since March 2011.

Duties and Responsibilities
This position is within the Support & Sharing Section (SSS) of the International Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM), located in Geneva, Switzerland. The purpose of this contract is to seek assistance to oversee the tailoring and beginning of the implementation of the IIIM evidence exploitation and data-augmentation projects conducted as part of the IIIM 2022-2025 Strategic Plan into the IIIM immediate support to competent jurisdictions and sharing portfolios, focusing primarily on IIIM support to domestic investigations into the activities of foreign fighters involved or associated with core international crimes committed by ISIL in Syria since March 2011. The Individual Contractor (IC) will be required to develop and oversee a programme to facilitate the above-mentioned purpose, assisting with budget and tools-related analysis and forecasting, decision-making, development of performance objectives and indicators, tracking of progress, and identification of new techniques and methods to improve the efficiency of the IIIM’s immediate support and sharing activities. In keeping with the IIIM’s mandate to share information with competent jurisdictions in order to facilitate and expedite fair and independent criminal proceedings and with the IIIM 2023-2025 Strategic Objectives to strengthen its assistance to those jurisdictions, this assignment is intended to maximise the volume and value of the IIIM’s immediate support to competent jurisdictions. The IC will work under the guidance of and report to the Chief of SSS, and will be responsible for the following duties: • Develop a programme to facilitate the tailoring and implementation of the IIIM evidence exploitation and data-augmentation projects into the IIIM immediate support to competent jurisdictions and sharing portfolios (‘Programme’); • Liaise within SSS and with other IIIM sections and participate in cross-section meetings dedicated to evidence exploitation and data-augmentation as required to develop and ensure the successful development and implementation of the Programme; • As part of the Programme, conduct budget and tools-related analysis and forecasting to formulate advice to the SSS Chief on the need for new or modified tools, techniques, procedures or workflows to assist the execution of the SSS support and sharing portfolios; • Directly oversee and participate in the development and beginning of the implementation of the Programme in support of domestic investigations into the activities of foreign fighters involved or associated with core international crimes committed by ISIL in Syria since March 2011, including by supervising or performing evidence selected searches and review of evidence. • Develop workflows and guidelines for the integration of all new techniques developed and oversee their implementation in the sharing and support to jurisdictions portfolio, including the initiation of the revision of a revised Manual on “RFA Search and Analysis” arising from the Programme’s implementation. • Report to the SSS Chief on progress and challenges and identifies any issues that need resolution. The consultancy will be carried out remotely, with one visit to Geneva. Qualifications/special skills
Master/Advanced degree in intelligence analysis, information or evidence management, political science, Middle Eastern studies, conflict or security studies or any other relevant discipline. A combination of a first level degree with extensive experience in analysis, evidence management or data-augmentation may be accepted in lieu of the required advanced university degree A minimum of 8 years of experience in applied analysis of information and evidence concerning serious breaches of international humanitarian law and human rights or related political issues is required. Work experience in data management is required. Proven knowledge of Salafism and Jihadism concepts and Middle East political dynamics is required. Work experience with evidence review in the context of the Iraqi or Syrian conflicts is required. Experience drafting policies and guidelines is required. Proven data analysis and data-augmentation technical expertise is required.
Languages
English and French are the working languages of the Secretariat. Fluency in English is required and a knowledge of Arabic is desirable for this position.
