Title of the Assignment: Human Resources Consultant (Geographical Diversity)

1. Background and Objective
The Employee Experience Unit (EEU) of the Talent Management Service, Human Resources Management Department (HRMD) functions as a problem-solving area that integrates and executes all HR disciplines, interconnecting projects in an agile and unified manner. It is at the heart of HRMD, providing specialist expertise, creating, and upgrading HR-related policies and practices.
One pillar of the Unit’s initiatives is the promotion of geographical diversity in WIPO’s workforce. WIPO has invested a lot of resources to meet with the Member States, understand recruitment trends and mainstream the agenda of geographical diversity throughout the organization. In achieving a more geographically diverse workforce, WIPO hopes to better lead the development of a balanced and effective global IP ecosystem to promote innovation and creativity.
A key milestone achieved in this area is the establishment of the Geographical Diversity Action Plan (GDAP), approved by the Member States during the WIPO General Assembly in July 2023. Since then, the EEU has taken some measures towards implementation and is now looking for a consultant dedicated to the work of the GDAP to advance on the initiatives already taken place.
2. Expected Deliverables
• Promote the execution of the GDAP, focusing on its three main pillars described in the plan: (i) Strengthening Collaboration with Member States; (ii) Integrating Geographical Diversity throughout WIPO; and (iii) Boosting Stakeholder Capacity Building. To achieve this, the consultant will:
a) Contribute to the Careers in IP pilot project, aiming to develop talent for potential roles at WIPO and other organizations. Utilizing a project management approach, conduct a needs assessment, create a country-specific action plan, and take the lead in the implementation. Gather insights from the project’s execution and help develop a methodology for easy replication, and scaling-up of the project.
b) Assist with other GDAP initiatives, such as the Focal Points Initiative and engagement with regional IP organizations. Act as a primary point of contact for inquiries, prepare informational materials, and deliver career presentations and other outreach activities.
c) Propose and design new initiatives to advance GDAP by collaborating with various stakeholders. Lead the implementation of these initiatives and provide regular progress reports.
• Support talent outreach and sourcing efforts at WIPO in the context of GDAP execution, leveraging available tools to design and launch vacancy-specific sourcing plans and track progress using KPIs. In this context, the selected candidate will also participate in the development and implementation of the WIPO Sourcing Strategy.
• Conduct data analysis of WIPO’s headcount and recruitment in relation to GDAP. Extract requested datasets, and provide necessary analyses based on a thorough understanding of WIPO’s headcount management and selection process, linking them with the ongoing Strategic Workforce Planning as well. Investigate any data inconsistencies and report them to the supervisor.
• Complete any additional tasks assigned by the supervisor.
Referring to the above, the selected candidate is to complete: (i) completion of the Careers in IP pilot project by end Q1 2025 (or Q2 2025 at the latest), and (ii) demonstrate progress made on the GDAP implementation towards end June 2025.
3. Reporting
The selected candidate will report to the Talent Acquisition and Development Manager who is also the project leader for the GDAP.
4. Ideal Candidate’s Profile
Education:
• University degree in human resources management, public or business administration, law, social sciences or related field.
Experience:
• Minimum of seven years of experience working in a field relevant to the assignment such as human resources (in particular sourcing and outreach), diversity and inclusion, communications, or project management is required.
• Experience in HR projects (selection process re-designing, staffing programs, D&I projects, performance and other talent management projects) is desirable.
• Experience in liaising with a wide range of stakeholders, including with government officials, to advance projects is desirable.
• Experience in conducting presentations, and/or as facilitator, is desirable.
Skills:
• Ability to carry out various data analyses using Excel is required.
• Project management skills is desirable.
• Expertise in sourcing candidates using online career platforms is desirable.
• Expertise in sourcing candidates at a global level, including from developing countries, is an advantage.
• Ability to produce concise and visually friendly communication materials using Word, PowerPoint or other platforms is desirable.
• Familiarity with a recruitment ERP (such as Oracle, Workday, SAP) is desirable.
• Strong acumen to the WIPO business model, and ability to refine sourcing and outreach activities accordingly, is an advantage.
Language:
• Excellent written and spoken knowledge of English is required. Good knowledge of French is an advantage.
• Knowledge of another UN language is an advantage.
Competencies:
• For this role, the following competencies are particularly important: communication, stakeholder management, innovative thinking, flexibility, and strong team approach.
5. Duration of contract and payment
Selected applicant will be offered an initial one-year assignment on a full-time basis.
Applicants are requested to provide an indication of their remuneration expectations in Swiss francs. Only applicants who have indicated a daily rate will be considered.
ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation, sick leave, medical insurance or staff pension scheme.
