Title of the Assignment: Human Resources Consultant (Screening)

1. Background and Objective of Assignment
The Employee Experience Unit (EEU) of the Talent Management Service, Human Resources Management Department (HRMD) functions as a problem-solving area that integrates and executes all HR disciplines, interconnecting projects in an agile and unified manner. It is at the heart of HRMD, providing specialist expertise, creating, and upgrading HR-related policies and practices.
EEU is also responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time. This is achieved inter alia through recruiting new staff with the skill and abilities that the Organization will need in the future.
It is in this context that EEU is looking for a pool of consultants who work in close coordination with other members of EEU and hiring managers to support the smooth, timely and quality staffing of WIPO. Notably, s/he will perform a rigorous screening of applications received for WIPO vacancies, and ensure they are evaluated against the requirements outlined in the Vacancy Announcement.
2. Deliverables/services
• Perform an in-depth screening of the applications received for the assigned requisitions, contributing to harmonize the workload of the WIPO Talent Acquisition team. Compile the evaluation in a clear and concise manner which will be ready for use of the other Talent Acquisition team members. Ensure that the evaluation is done against the requirements outlined in the Vacancy Announcement.
• Provide other related support to the WIPO Talent Acquisition team to achieve a timely and successful completion of the selection processes. This includes sourcing candidates, contacting candidates on behalf of the team and scheduling interviews, and drafting selection reports.
3. Reporting
The selected candidate will report to the Talent Acquisition and Development Manager who is also the responsible person for the staffing activities carried out by WIPO.
4. Ideal Candidate’s Profile
Education:
• A first-level university degree in human resources management, public or business administration, law, social sciences or related field is required.
Experience:
• Minimum of seven years of experience in human resource management, administration, finance or any related area, including three years in the end-to-end recruitment is required.
• Significant experience in screening applications is required.
• Experience in screening applications at a global level is an advantage.
Skills:
• Familiarity with the business model in the United Nations system, including their recruitment procedure, is preferred.
• Strong business acumen to job roles advertised in WIPO is an advantage.
• Expertise in sourcing candidates, notably from developing countries, is an advantage.
Language:
• Excellent written and spoken knowledge of English is required. Good knowledge of French is an advantage.
Competencies:
• For this role, the following competencies are particularly important: collaboration, and focus on achievement.
5. Duration of contract and payment
Selected applicants will be offered a framework agreement of up to 5 years, and they will be given assignments as the business needs arise during the agreement period.
Applicants are requested to provide an indication of their remuneration expectations in Swiss francs. Only applicants who have indicated a daily rate will be considered.
ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation of sick leave or to medical insurance of staff pension.
