1. Organizational Context
a. Organizational Setting
The post is located in the Program Performance and Budget Division, Department of Program Planning and Finance. The Program Performance and Budget Division is responsible for facilitating the planning and budgeting, implementation and monitoring, and assessment of the performance of WIPO’s programs in accordance with WIPO’s Results-Based Management (RBM) framework and the Financial Regulations and Rules. The Division also provides planning, budgeting and monitoring support to UPOV.
b. Purpose Statement
The incumbent provides support to senior team members in the Division on a range of operational budget and performance-related issues.
c. Reporting Lines
The incumbent works under the supervision of the Senior Manager Operations/Program Performance.
d. Work Relations
The incumbent liaises extensively with colleagues throughout the Organization and with the Human Resources Management Department, the Finance Division and the Procurement Division to provide advice, resolve issues, and coordinate on budget and program performance-related issues.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Analyze requests for the use of personnel and non-personnel resources against annual workplans and organizational results. Update and carry out administrative actions in Enterprise Resource Planning (ERP) systems and follow up with concerned organizational units. Keep relevant monitoring files up to date.
b. Provide guidance on the preparation of annual workplans, implementation and monitoring of annual workplans and performance assessments. Prepare analysis, as required, on implementation and budget utilization, identify issues and propose solutions in order to facilitate and improve organizational service delivery. Respond to queries and escalate more complex issues to the Senior Manager.
c. Provide guidance on the preparation of the Program and Budget. Review submissions, including costing and programmatic aspects and prepare cost analysis.
d. Contribute to the preparation of WIPO Performance Reports.
e. Contribute to the streamlining and/or automation of operational processes and reporting, including review and analysis of existing processes/reports, identification of opportunities for improvement/simplification. Participate in user acceptance testing.
f. Perform other related tasks as required, including back-up for Senior Performance and Budget Analysts in case of absence.
3. Requirements
Education (Essential)
First-level university degree in Business, Finance, Accounting or a related discipline.
Experience (Essential)
At least three years of relevant professional work experience, including in the area of result-based management, finance or budgeting.
Experience of working with an ERP system, e.g., Oracle or PeopleSoft.
Language (Essential)
Excellent knowledge of written and spoken English.
Job Related Competencies (Essential)
Knowledge of results-based management and/or budgetary practices.
Ability to analyze budgetary information in line with administrative, financial and budgetary policies and procedures and in relation to the results to be achieved by the Organization.
Strong analytical and numerical skills including the ability to use analytical tools and qualitative and quantitative techniques.
Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet and the ability to work with ERP, planning and financial systems, particularly PeopleSoft or Oracle.

Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the August 2024 rate of 93.5%.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
