Organizational Setting and Reporting Relationship

The position of Senior Programs Assistant is assigned to the Regional Cooperation and Integration Unit (CWRC) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission Office in Almaty, Kazakhstan.

You will report to the Regional Head, CWRC and designated International Staff of CAREC Secretariat in our KARM Office in Almaty, Kazakhstan.

Your Role

As a Senior Programs Assistant, you will provide support to the CAREC Secretariat including technical and analytical support for processing implementation of related technical assistance (TAs), support in organizing CAREC events, CAREC-related knowledge and other activities.

You will:

  • Assist in organizing CAREC activities and events.
  • Assist in managing CAREC Secretariat staff and consultant team both in ADB HQ and in KARM.
  • Participate and support various CAREC-related missions and TA activities in the CAREC region.
  • Assist in processing by (i) monitoring milestone events of TAs; (ii) ensuring that TA documents comply with ADB templates and requirements; and (iii) creating and updating e-Ops, Public Information Documents on regular basis.
  • Assist in implementation of TA by (i) managing and monitoring physical progress in TA implementation; (ii) assisting in consultant recruitment, consultant contract management, procurement and disbursements; (iii) ensuring TA administration requirements including financial monitoring and reporting; (iv) preparing internal memoranda and reports; and (v) maintaining related records, files, and reports.
  • Under TA administration, (i) process consultants’ contract variation; (ii) review CAREC consultants’ claims; and (iii) monitor consultants’ contracts and output delivery.
  • Compile data and statistics on pipeline and portfolio of CAREC investments and TA.
  • Assist in coordinating KARM staff missions to HQ, including visa applications, room assignments, among others.
  • Support the coordination of associated processes for CAREC knowledge products including publication, and support knowledge products in the division.
  • Perform other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications

You will need:

  • Bachelor’s degree in economics, finance, business administration, engineering, or a relevant discipline.
  • At least 5 years of relevant analytical and support work in project administration and project processing; experience in an international development organization an advantage.
  • Experience in consultant recruitment, event management and coordination with multicultural and multisector teams.
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
  • Proficient in spreadsheets and required information technologies. Experience in project management tools an advantage.
  • Effective report-writing and communication skills in English and the national language.
  • Ability to set priorities for self and junior team members.
  • Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.
  • Ability to work collaboratively with teams as a constructive team member.

Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Kazakhstan.
