To address digital challenges and harness possibilities, and in line with SDG transformations from its 2023-2026 Strategy, the Joint SDG Fund has launched the Digital Transformation Window. It invests in joint UN action led by UN Resident Coordinators (RCs) and implemented by UN Country Teams (UNCTs) to develop systemic responses that simultaneously address policy, capacity, financing, and connectivity needs towards transformation impact. The Window builds on the Roadmap for Digital Cooperation launched by the UN Secretary-General in June 2020, which provides the framework for joint action toward a more inclusive, equitable, and safer digital world that serves the needs of everyone and is aligned with the UN Secretary-General’s Our Common Agenda. It supports the implementation of one of the key SDG transformations that represent the thematic priorities of the Joint SDG Fund in its new 2023-2026 Strategy “Financing Catalytic Action for the SDGs”. Sri Lanka’s Joint Programme under the Digital Transformation Window of the Joint SDG Fund is anchored under the United Nations Development Programme (UNDP) in Sri Lanka, and the World Health Organization (WHO).

The Joint Programme is focused on strengthening the country’s civil registration and vital statistics (CRVS) system, which is currently primarily paper-based and has high coverage for birth, death, marriage, and divorce registrations. The Joint Programme aims to assist the government in their existing efforts to enhance the legal identity ecosystem by digitalizing CRVS (which the new digital E-population registry together with the infrastructure to issue digitally verifiable birth certificates aims to do), as well as, crucially, promoting interoperability by supporting the process of issuing unique identification numbers at birth.

Against this backdrop, UNDP seeks to recruit a Project Analyst to support the effective implementation of the project. The Analyst will work as part of a dynamic team, also supporting the Strategic Engagement, Digital and Innovation Team (SEDIT), Citra Lab, and the UNDP Country Office.

The Project Analyst will be directly supervised and report to the Project Manager, and under the overall guidance of the Team Leader – SEDIT. Throughout the project, the Project Analyst will support the collaboration and coordination with the World Health Organization, the Registrar-General’s Department, the Ministry of Public Administration, the Ministry of Technology, regional and global UNDP teams and other colleagues, to ensure that the Joint Programme is running smoothly.

Duties and Responsibilities
Under the guidance of the Joint Project’s Manager and in close consultation with the Team Lead – SEDIT, as well as the Lab Manager, Citra Lab, as required, the incumbent will perform the following duties:
  •  Coordinate day-to-day implementation of activities outlined in the Joint Programme workplan, including administrative, budget, procurement management and technical coordination.
  • Collect, analyse, and organize project data and information from various sources, preparing accurate and comprehensive reports, and documenting project progress, achievements, challenges, and lessons learned.
  • Support the Project Manager in relevant analytical and policy-oriented work related to CRVS strengthening, government-wide data sharing and interoperability protocols, and relevant advocacy and awareness work.
  • Draft internal UNDP briefing notes and talking points for Senior Management on the Joint Programme and related work.
  • Draft TORs for experts and consultancies for smooth implementation of the Joint Programme.
  • Contribute to designing and formulating concept notes and action plans for various activities within the Joint Programme and facilitate implementation.
  • Facilitate in preparing and presenting Joint Programme implementation progress reports to the Joint Programme Steering Committee —financial and narrative—on a quarterly/midterm/annual basis or as and when required.
  • Review budget status and verify financial reports related to the Joint Programme.
  • Collaborate on project communications, including Mid-Term Reports, Annual Reports and Newsletters.
  • Coordinate the organization of events, including high-level launches, policy dialogues, etc.
  • Facilitate knowledge and capacity building, knowledge sharing and advocacy.
  • Build strategic partnerships and support resource mobilization.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) , preferably in Development Studies, Innovation, Planning, Social Sciences, Data,  Digital, Public Policy or a related area is required. OR
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Up to 2 years (with master’s degree) or minimum of 2 years (with bachelor’s degree) in innovation, management, project coordination or a related area is required.
  • Experience in coordination and working across teams.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Experience in development policy and programming support is an advantage.
  • Experience in analysis, research or communications work will be an asset.
  • Experience working with the public sector is an advantage.
  • Experience with UNDP/UN system or other development actor would be an advantage.

Required Languages:

  • Working knowledge of Sinhala and/or Tamil with excellent English communication skills.
