JOB DESCRIPTION

The International Water Management Institute (IWMI) is seeking a well-versed consulting firm to develop an existing database (developed in MS SQL) into PostgreSQL, along with various applications in different programming languages. Additionally, the scope of work includes migrating the database and applications to a government-owned server, which will require active coordination with the Irrigation Department, Khyber Pakhtunkhwa (KP), and the KP Data Center.

DUTIES & RESPONSIBILITIES:

  • Migration of the Indus Telemetry (SQL) relational database, currently deployed on the MS Azure cloud server, in its entirety to a newly created Indus Telemetry (PostgreSQL) database deployed on LINUX GoKP Data Center servers.
  • Integration of the migrated Indus Telemetry (PostgreSQL) database with the existing database of the government institute.
  • Deployment of a File Transfer Protocol (FTP) server using FileZilla Server on the government institute’s Data Center server, including setting up folders, implementing necessary security measures, and creating user credentials to ensure the server can receive data files from instruments in plain text format. Rewriting existing SSIS packages written in C# in an appropriate language like Python to ensure they perform their current functionality on the Indus Telemetry (SQL) server.
  • Update the Indus Telemetry User Interface.
  • Update/Enhance the government institute’s Water User Interface.
  • Rewrite the Python code deployed on the Raspberry Pi (RPi) devices to fetch data from Indus Telemetry (PostgreSQL) and ensure that the display screens showing canal flow and weather data function as they did with Indus Telemetry (SQL).
  • Update the government institute’s Water User Manual and provide training to reflect all changes incorporated into the Water User Interface after integration with data from Indus Telemetry (PostgreSQL).
  • Liaise with government institutions and other related stakeholders to ensure they are informed of any service outages and to secure any necessary access to ICT infrastructure required for the tasks.

Requirements

MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE REQUIRED:

  • A specialist with a degree in Software Engineering or a related field, possessing 10 years of experience as a full-stack developer with expertise in back-end servers (both LINUX and Windows), databases (MS SQL and PostgreSQL), and front-end office applications (MS Access, Visual Basic for Applications (VBA), and Python).
  • A national coordinator to liaise with government departments and stakeholders and act as a point of contact for task delivery.

Desirable:

  • Previous experience in developing database systems for data in a natural environment/water resources context.
  • Prior experience working with government agencies, particularly the KP Irrigation Department and KP Department of Science, Technology, and Information Technology.
  • It is expected that a development server with similar specifications to the server deployed at the KP Data Center will be procured, and all scripts and code will be tested on the development server before being deployed on an agreed date and time.

This service will be delivered through a consultancy contract, and only consultancy firms registered with the Pakistan Engineering Council and possessing relevant capabilities are eligible to apply. IWMI offers a competitive service fee for this assignment. The duration of the contract will be four (04) months.
