Purpose of consultancy
To provide technical expertise to WHO CRD team. The consultant will:
- contribute to the development of meetings and technical products;
- provide technical expertise to Member States in the area of chronic respiratory disease programme development;
- facilitate the Global Alliance against Chronic Respiratory Diseases;
- draft grant proposals and donor reporting.
Background
Chronic respiratory diseases (CRDs) affect more than half a billion people worldwide and are a major cause of death and disability. WHO is committed to supporting Member States to ensure access to quality services for asthma and COPD, as part of the global noncommunicable diseases agenda and the Fourteenth General Programme of Work (GPW14) 2025-2028.
The workstream on CRDs at WHO headquarters is organized into three main areas:
WHO supports selected countries to provide integrated CRD prevention, diagnosis, and management in primary care, tailoring guidance to country-specific context and priorities.
In order to facilitate this, WHO is developing global guidance and other normative products, relating to asthma and chronic obstructive pulmonary disease (COPD) diagnosis and management.
WHO also provides global leadership, to raise awareness and advocate for improved access to CRD services. As part of this, WHO convenes the Global Alliance against Chronic Respiratory Diseases (GARD), a network of respiratory organizations.
Deliverables
Specific Terms of Reference (TORs) including the exact deliverables, duration of and place of assignment will be shared with the selected candidate at the time of hiring for a specific consultancy.
Qualifications, experience, skills, and languages
Educational Qualifications:
Essential:
- Band level B: University degree in the following: pharmacology, epidemiology, medicine, nursing, public health, or any related discipline.
- Band level C: Advanced university degree with specific qualification in CRD-related field including pharmacology, epidemiology, patient education, medicine, nursing, public health, health administration or related discipline from a recognized institution.
Experience
Essential:
- For Band level B:
Over 5 years of relevant experience in CRDs and public health.
Proven track record for professional delivery of high-quality products.
At least three peer-reviewed publications or book chapters in CRD-related fields.
- For Band level C:
Over 10 years of relevant experience in CRDs and public health.
Proven track record for professional delivery of high-quality products.
At least five peer-reviewed publications or book chapters in CRD-related fields.
Desirable:
- Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.
- Experience in programme/project management.
- Experience with country work in low- and middle-income countries.
Skills/Knowledge:

- Ability to work independently and collaboratively.
- Ability to prioritize and manage work to critical project timelines in a fast-paced environment.
- Excellent writing and editing skills.
- Excellent communication skills.
Languages required:
