Result of Service
The consultant will be responsible for supporting Brazil’s engagement in the CCAC. This includes maintaining regular communication with the CCAC national focal points in Brazil to identify needs and priorities and supporting the country in developing SLCP actions through CCAC projects in Brazil and synergies with other national initiatives from UNEP or partners. In coordination with the CCAC governance team, the consultant will offer assistance to the CCAC Co-Chair in Brazil in his CCAC co-chair role, such as for review of CCAC documents, decisions and meetings preparations. The consultant will be responsible for managing the CCAC project portfolio in Brazil, implementing CCAC support for the Climate Plan, as well as assisting with the establishment of new initiatives, such as the GCF project. The consultant will work for the CCAC Secretariat and collaborate with other CCAC consultants in Brazil. He/she will be based at the UNEP Brazil office and will ensure strong collaboration of CCAC with this office during the implementation of its tasks and responsibilities.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Countries in the CCAC are key to ensuring the widespread adoption and implementation of policies, regulations and practices to substantially reduce short-lived climate pollutants – a key priority to the CCAC’s 2030 Strategy. Brazil joined the CCAC in June 2023 and since July 2024 the country has become the CCAC co-chair together with the United States to support the leadership of the Coalition in line with CCAC governance system. In Brazil, CCAC main national focal point and co-chair is the Ministry of Environment and Climate Change (MMA). The Ministry of Agriculture and Livestock (MAPA) is the national focal point for agriculture matters. Brazil has taken significant steps to mitigate climate change and reduce SLCPs through CCAC supported projects in agriculture and livestock, transport, waste management and SLCP planning (please check Brazil profile and projects in CCAC website). CCAC is also supporting Brazil’s Climate Plan elaboration. 2025 CCAC Annual Meeting is planned to take place in Brazil. In this context, the CCAC is seeking to hire a CCAC country engagement consultant to support day to day work required to advance Brazil engagement in the Coalition. He/she will be based in the UNEP Brazil office and work for the CCAC Secretariat, while keeping coordination with UNEP Brazil office. The consultant will work closely with Brazil partners and other national CCAC consultants to assist the engagement of Brazil in the Coalition. This is a temporary position to cover a maternity leave.
Qualifications/special skills
– Advanced university degree, master or equivalent, in environmental science, sustainable development, or management, economics, politics, international relations or a similar discipline. A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. – At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. – Demonstrated ability to provide technical assistance, including through project management and policy development, to governments and other stakeholders is required. – Demonstrated ability in multi-stakeholder process and stakeholder engagement is required. Special knowledge and skills: – Knowledge of the national policies in climate change mitigation and air pollution of Brazil is required. – Excellent communication skills (written and oral presentations) are required. – A good understanding of short-lived climate pollutants, climate change and air pollution issues in Brazil is required.
Languages
– Fluency in Portuguese and English is required.
