JOB DESCRIPTION

We are currently seeking a qualified and highly motivated Vietnamese candidate for the position of Strategic Information Technical Officer to support the Strategic Information (SI) team in implementing research studies and conducting monitoring and evaluation tasks for the USAID Support to End Tuberculosis project, based in Hanoi.

Position description:

The SI Technical Officer will support the TB program by being actively involved in both research and Monitoring & Evaluation (M&E) activities. S/He will participate in implementing research studies, from protocol development to data management and report writing. Concurrently, the officer will be responsible for conducting routine M&E tasks, including data quality assurance and reporting, to ensure that program objectives are met effectively.

Key duties and responsibilities:

  • Contribute to the development of research protocols, including designing study tools and methodologies
  • Assist in coordinating field data collection, ensuring accuracy and data integrity throughout the process
  • Ensure all research activities comply with ethical standards
  • Support to design and develop M&E activity plan, focusing on the data component for the TB project.
  • In charge of routine project monitoring data, including data quality assurance (DQA) and quality improvement to enhance NTP network capacity
  • Conduct data collection, data cleaning, and data analysis for TB/TB infection diagnosis and treatment
  • Provide training and support on M&E for team members and partners
  • Perform other duties as required.

Experience and abilities for the position:

  • University degree in public health, social sciences, epidemiology or related field. Master’s degree is preferred.
  • Relevant experience in public health or social sciences research, preferably within TB, infectious diseases, or other related health programs
  • Competency in both quantitative and qualitative data collection and analysis
  • Computer proficiency with advanced skills in at least three of the following programs: SPSS, Excel, Epi Info, Stata, SQL, R and Power BI.
  • Experience in M&E on health project, preferred on TB.
  • Experience in data analysis and visualization tools to generate insights from healthcare data for decision-making.
  • Ability to work well with all project staff, implementing agencies, GNV counterparts, donor agencies and the communities.
  • Well-developed written and oral communication skills in both Vietnamese and English
  • Ability to travel as necessary
