JOB DESCRIPTION

Job Summary:

The Head of Programs primary responsibilities are to assist with the management of all humanitarian activities at the field level. Under the supervision of the Crisis Response Coordinator, the incumbent will fill a critical role on the response team in country overseeing all program staff and program activities from the country office and coordinating with program support functions related to humanitarian projects. The incumbent will ensure strong collaboration with donors, partners, and government agencies; will manage integration of sectors and work plans, budgets, and multi- sector interventions; will implement evidence-based interventions; will provide strategic direction, support business development, and ensure compliance with policies and relevant regulations.

Based in FHI 360’s main country office in Dnipro, the duty station is designated as extreme risk and poses a heightened risk or direct threat to personal safety. However, FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. Applicants should research these locations and the associated risks before applying.

For international staff based in Ukraine, FHI 360 provides a competitive salary, danger pay, premium pay allowance, accommodation, relocation, and regular R&R rotations which includes a roundtrip ticket to designated relief point (or equivalent amount to preferred destination), and a 750 USD lump sum payment.

Accountabilities:

  • Oversee on-site humanitarian response (health, MHPSS, nutrition, Protection, WaSH sectors) including management of programs, personnel, external representation, and transition planning.
  • Lead, oversee, and coordinate field assessments of needs to develop and update a dynamic response strategy in collaboration with host country government, the Cluster system, other humanitarian organizations, and headquarters teams as appropriate.
  • Design, develop, resource (people and funds), and implement humanitarian programs that meet the near and longer-term program objectives and needs of affected communities.
  • Ensure oversight and technical quality assurance for project(s). Oversee a strong MEAL system with on-site monitoring to enhance program effectiveness and quality.
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Oversees grants and partnerships, ensuring high quality donor deliverables, oversight and capacity sharing with partner organizations, and operationalization of a localization strategy.
  • Manage and mentor field staff including technical/program leads, grants, monitoring and evaluation, and others at the field level to create a strong foundation for emergency programming.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support. Provides leadership and team building.
  • Leads business development at country level to maintain and/or grow the humanitarian portfolio according to needs. Directs the overall design and development of proposals.
  • Advocate with and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high-quality humanitarian services.
  • Liaises and builds strong relationships with all operations functions, including logistics/ procurement, finance, HR, Admin, and security to support programming.
  • Oversee and ensure compliance with FHI 360 policy, procedures and practices throughout the program; recommend country or emergency specific policy/procedures as required.
  • Conducts routine reviews on project status, actions, decisions, risks and issues.
  • Coordinate with country office (if applicable) and HQ to troubleshoot any issues; make recommendations for corrective actions.
  • Performs other duties as assigned.

Applied Knowledge & Skills:

  • Knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards and Red Cross/NGO Code of Conduct.
  • Experience working with the Bureau for Humanitarian Assistance (BHA) preferred.
  • Demonstrated experience in multi-sector project management and implementation.
  • Demonstrated work planning and scheduling, staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Strong critical thinking and problem-solving skills to strategize, plan, and manage resources
  • Ability to build positive local working relationships with local communities, district/state/national government officials, UN and other multilateral bodies and donor representatives.
  • Excellent oral and written communication skills.
  • Ability to motivate, influence and collaborate with others.
  • Experience operating in insecure environments.
  • Must be able to read, write, and speak fluent English; Ukrainian language skills advantageous.

Supervision Given/Received:

  • Receives methods and procedures on new projects and assignments.
  • Provides guidance to other lower-level personnel.
  • Reports to the Crisis Response Coordinator.

Education:**

  • Bachelor’s degree or its International Equivalent in – Human Development, Public Health, International Development, Social Sciences, or Related Field
  • Master or other advanced degree preferred.
  • Certification in project management preferred.

Experience:**

  • Typically requires 5 – 8 years leading complex on-site emergency response projects and/or programs; including 3 – 4 years of project management and/or emergency response experience.
  • Experience establishing startup operations/projects in new countries preferred.
  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
  • Experience working in insecure environments.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.
