JOB DESCRIPTION

Duty Station : Sittwe Office, Rakhine State

Report to : Protection Team Leader

Overall purpose of the role:

The Protection Monitoring Officer works as part of DRC’s Protection team, under the guidance and direct supervision of the Protection Team Leader. This position is based in Sittwe, with frequent travel to field locations in Rakhine State. The post holder is responsible for supporting the Protection team in their protection monitoring activities, in particular identifying capacity building needs and ongoing management of protection monitoring activities. The main responsibility of this position is to lead DRC’s Protection Team, working with communities of Internally Displaced Persons (IDPs) in camps and with other affected communities/villages to identify and monitor their needs, monitor any changes that affect the protection environment, and mobilize and train community members on a variety of topics.

Responsibilities:

Protection Monitoring

  • Lead the DRC Protection Team in daily monitoring activities (meetings, focus group discussions, interviews, spot-checks, training and awareness-raising, etc.) in IDP camps and other conflict affected communities.
  • Provide guidance and supervision to Protection Assistants to ensure that activities are carried out in accordance with relevant DRC standards, guidelines and SOPs, and in coordination with relevant actors in the field.
  • Regularly accompany Protection Teams on field visits to provide support and guidance and to monitor quality of monitoring activities.
  • Develop monthly and weekly work plans to ensure coverage of all relevant locations and that targets of protection monitoring are met.
  • Ensure safety and confidentiality of the collected information in accordance with DRC Code of Conduct, Protection SOPs in place, and instructions from the Protection Coordinator.
  • Identify and share protection related incidents with Case Management Officer for further support.

Internal and external trainings

  • Support Protection Coordinator and Protection Manager in designing and delivering trainings to DRC staff, humanitarian partners and Government stakeholders.
  • Develop, organize, and deliver trainings for beneficiary community members/groups and humanitarian partners.
  • Develop, organize, and deliver trainings for Protection Focal Points in the field on a regular basis to ensure that they are able to do proper monitoring.

Reporting and Information management

  • Prepare internal weekly/monthly protection reports/trackers in English to be submitted to the Protection Team Leader; these reports should summarize protection monitoring activities carried out by the Protection teams and underline key weekly findings.
  • Regularly liaise with the DRC Information Management Officer and ensure the keeping accurate management of data records and trackers.

Liaising with authorities, UN bodies and other actors

  • Support DRC Protection Coordinator and Protection Manager in liaising with Government authorities, humanitarian agencies, and beneficiary communities and represent DRC in relevant coordination forums and meetings when required.
  • Participate and represent DRC Protection in relevant external meetings when requested by the Protection Manager or Protection Coordinator.

Finance and HR support

  • Under supervision of the Protection Team Leader, draft relevant financial and procurement documents such as PRs.
  • Advance Requests, cash transfer requests, payment of salaries of field-based staff, etc.
  • Support the Protection Manager and Protection Team Leader in recruiting new Protection Assistants and Field-Based Staffs.
  • Lead the recruitment process for field-based staff together with the Case Management Officer (Protection Focal Points).

Other

  • Provide support with translation of programme related documents and interpretation during meetings, trainings, and other relevant activities when needed.
  • Conduct and/or support on other duties as assigned by the Protection Coordinator and Protection Manager.

Experience and technical competencies:

  • Bachelor’s degree in social science, Social Work, Public Health, or related disciplines.
  • At least 3 years’ experience in protection, community development, social science or health related fields
  • Experience working with vulnerable communities
  • Excellent knowledge of protection and human rights
  • Excellent problem-solving skills and ability to use own initiative
  • Excellent analytical skills and ability to identify needs, risks, and vulnerabilities
  • Excellent training and presentation skills.
  • Excellent interpersonal skills and ability to work with interpretation
  • Excellent, clear and concise writing skills
  • Advanced experience working both independently and as part of a team
  • Advanced coordination experience within and between agencies
  • Working knowledge of English.
  • Other local languages are considered as an asset.

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H.

This position is open for Myanmar National only.
