USAID/Bangladesh Program Office provides policy and technical support for the whole Mission. The Development Program Specialist (Senior Monitoring, Evaluation and Learning Specialist) coordinates the development of the Mission’s learning agenda and collaborates on a daily basis with technical staff to ensure accuracy and proper use of performance data, to conduct Data Quality Assessments(DQA), and to manage strong and effective evaluations. S/he advises technical teams and offices on Agency and Mission policies, procedures, and guidelines related to Monitoring, Evaluation and Learning (MEL). S/he reports to, and assists, the Team Lead for the MEL unit within the Program Office.
The incumbent serves as the Contracting Officer’s Representative (COR) for day-to-day management of Bangladesh Monitoring, Evaluation and Learning (BMEL) contract. This is the Mission’s $9 million five-year central platform for conducting third-party monitoring, performance and impact evaluations, as well as thematic analysis and sector assessments.
S/he is at the forefront of managing MEL processes to support the Mission’s re-programming approach toward embracing new efforts such as Journey to Self-Reliance and the Indo-Pacific Strategy.
