Org. Setting and Reporting
This position is with the United Nations Mission to support the Hudaydah Agreement (UNMHA). The position is based in Mokha, Yemen and will provide Mine Action support to the Mine Action Adviser and act as OIC during his/her absence. The incumbent will report directly to Mine Action Adviser/Chief of Mine Action Section in the office of the Deputy Head of Mission. UNMHA was established by Security Council resolution 2452 (2019) and is mandated to support the implementation of the Agreement on the City of Hodeidah and Ports of Hodeidah, Salif and Ras Issa as set out in the Stockholm Agreement. UNMHA provides technical support and coordination for mine action in the Hudaydah governorate. Since the 12 November 2021 withdrawal of the joint forces from the outskirts of the Hudaydah city, and the start of the ‘truce’ on 2 April 2022, the mission has increased its role in mine action by fulfilling a stronger coordination role with stakeholders and providing technical advice as required to the national authorities for mine action interventions in the Hudaydah governorate.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: Support the development, implementation and evaluation of the UNMHA Mine Action Programme Strategy and Work Plan, monitors and analyzes Mine Action programme/project development and implementation in alignment with strategic direction. Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, or through other interactive sessions and assisting in developing the action plan the client will use to manage change. Researches, analyzes and presents information gathered from diverse sources. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities and supports the local authorities for mine action with technical and programmatic advice, under guidance of the MAA as required. Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, advocates and promotes the work of the mission etc. Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). Closely collaborates with UNMAS New York and Geneva, if required and tasked by MAA. Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Relevant military and/or police qualifications and experience may be considered as equivalent to an advance degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of four years of experience in a conflict or post-conflict setting is required. A minimum of two years of experience in a mine action field programme is required. A minimum of two years of direct experience in engaging with senior government officials in a complex humanitarian or conflict/post-conflict setting is desirable. Formal EOD/WAM/C-IED qualifications are desirable. Previous experience working with a non-government organization specializing in mine action is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in Arabic is desirable.
