The position holder has oversight of the area office and will serve as liaison for World Vision with the Puntland State Government, local communities, UN and NGOs to promote coordination and information-sharing.

The Area manager will work closely with Technical Specialists in seeking out influencing opportunities to promote child well-being.

The position will supervise project Managers and coordinators in Puntland to ensure that World Vision programs are fully implemented in a timely manner within scope and budget.

The job holder will ensure operational effectiveness by following up the implementation of action plans arising from meetings, and project visits

The position holder will provide programmatic and operational support to emergency start-ups in terms of assessments, trainings and roll-out of emergency programs.

The position holder will facilitate implementation of programme quality standards in line with provided guidelines to ensure accountability of results to the programme, government, donors and the communities

The position holder will ensure risk-sensitive, pro-active, finance and support service provision to the program. The incumbent will spearhead responsible and effective stewardship (prudent use) of WV programme.

An effective communicator, the Senior Coordinator will translate World Vision’s vision and mission into inspirational and educative devotions to help staff members understand their role as Christian Relief and Development workers in a multi-faith context. He/she will have strong organizational skills, capable of coordinating multiple stakeholders, assets and processes to support a vibrant devotional life for staff members.
MAJOR RESPONSIBILITES

Ensure Operational Effectiveness
• Manage a portfolio of multi-sector grants to ensure they end on- time, on-target, within budget, and meet the highest quality reporting standards;
• Maintain high execution rates through closer monitoring of program and partners and submit informative and actionable Reports. Work with Project team and a variety of internal stakeholders, to ensure that action plans are implemented in a timely manner
• Ensure Project managers and other project leads prepare timely and technically sound procurement plans.
• Ensure projects and sectoral performance status in reference to key outcome and output indicators are up to date periodically in line with M&E plans;
• Facilitate implementation of effective accountability and reporting mechanisms to all key stakeholders, including government, donors and the communities;
• Facilitate periodic internal reflection and learning platforms to promote effective programme implementation and business processes;
• Gather, collate and provide analysis of operational needs across all WV operational areas in the area of operation;
• Work closely with Support service units; Design Monitoring and Evaluation teams and project managers, ensure that operation needs are addressed;
• Participate and or lead in various internal structures/committees (ERDM, RISK& AUDIT, CMT, TC, GIK TEECAP. TC etc.);
• National offices systems, guidelines and strategic initiatives communicated, and in use by staff;
• Ensure effective GIK management from planning, receipt, storage, distribution in line with GIK SOPs.
• Lead the roll out and implementation of Humanitarian accountability activities such as information provision and CMR are maintained in all projects.
• Produce area office monthly management reports (MMR) and support project managers produce quality and timely donor reports.
• Ensure awareness of, and full compliance with, donor and Support Offices requirements, including the timely preparation and submission of quality narrative and financial reports;
• Take measures to ensure that all programs are adequately supported through coordination with finance, M&E, security, supply chain and PDQA;
• Foster a culture of trust and mutual respect, encouraging local staff engagement in planning, management and decision-making;
• Conduct area office monthly meeting to discuss implementation progress, burn rates, variance explanations and request for management support

Stakeholder Engagement and donor communications.

• Ensure WV is engaged in government, donor and coordination mechanisms including sub National clusters
• Strengthen existing WV information-sharing mechanism to promote coordination;
• Ensure submission of 4Ws to the relevant Clusters and active participation including prepositioning for leadership.
• Develop strategic networks enabling World Vision to leverage a collective voice in favour of children and their families, communities and partners;
• Foster formal government and community engagement and partnership;
• Ensure engagement with other agencies to promote better coordination, joint-action and partnership.

Risk Management, Audit Compliance and Good Stewardship

• Ensure Systems are in Place to Promote Audit Compliance, good Stewardship and Enterprise risk management.
• Ensure all key policies and procedures are in place, and in use;
• Promote efficient use of resources, developing and monitoring systems which promote good stewardship;
• Working closely with the Finance and Support Services Manager, support Program teams to develop, manage and monitor project budgets, ensuring value for money and that project expenditure is within agreed budgets;
• Facilitate the implementation of audit recommendations;
• Spearhead risk planning and ensure control measures are in place and in use through chairing/leading the Enterprise risk management committee at area office level;
• Lead in the identification and resolution of challenges which impact
audit compliance and/or contribute to risk;
• Cultivate an atmosphere of good stewardship and accountable
ministry.

Humanitarian Emergency Affairs coordination, response and start up activities

• Under the guidance of HEA manager/ Advisor, ensure the regional disaster preparedness plans are reviewed and updated annually
• With Support of the HEA manager and DME manager ensure that early warning information are collected, collated and reported on quarterly basis or as agreed with the HEA manager
• Coordinate initial emergency response start-ups activities ensuring smooth transition to relevant sectors leads once the sector is assigned
• Conduct periodic assessment off staff capacity vis a vis Humanitarian standard and develop and implement capacity building plans

• Improved capacity to respond to disasters at area office level.

Staff Management and Capacity Building.
• Ensure good quality staff are attracted, retained, and developed in the organization.
• Effectively line manage and coach the Project Managers and other direct reports, ensuring a shared vision, teamwork, effective communication and active engagement in decision-making and management approaches.
• Ensure effective people management systems are in place, monitored,
and in-use;
• Implement existing performance management mechanisms, ensuring good participation and quality results to promote staff engagement and a culture of excellence;
• Ensure staff grievances and disciplinary action are addressed in a timely
manner in alignment with WV policy;
• Cultivate an atmosphere of local staff empowerment and motivation
leading to their active participation in program initiatives;
• Cultivate an atmosphere of mutual accountability, ensuring staff
behaviour models and promotes trust and teamwork;
• Administrative oversight of all staff in area office including visitors
ensuring that they adhere to applicable WV policies.
• Provide support to project managers and officers on interventions addressing violations of children’s rights to protection from abuse, exploitation, violence and abuse.
Oversee that World Vision Somalia Safeguarding policy and procedures are adhered to in areas of operation and any incidences are reported timeously.

Fleet Management

• Review and approve all movement plans for all travel within the area office.
 Ensure that Project Managers timely submit their vehicle plans, preferably 5 working days in advance and should wait until the approved LPO’s goes to the companies.
 Ensure proper coordination with support units, including admin, P&C, Finance and security so as to ensure that field teams are supported to deliver their mandate.
 Lease with FSS manager and security coordinator to ensure support services functions provide efficient support to project team through proper planning, timely submission of requests, and adherence to policies and SOPs.

 Occasionally to check with Admin Coordinator and Project Managers if vehicles are I good state and being serviced timeously

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience

  • At least 5 years of experience in Relief and Development work with at least with 2 years in project management.
  • Knowledge of humanitarian industry including SPHERE standards, Good Enough Guide, NGO code of conduct and humanitarian charter
  • Demonstrates well-developed interpersonal and diplomatic skills, able to negotiate win-win situations, put the stakeholders’ needs above his/her own, and drive for results which are best for the program while honouring each person’s abilities and strengths. Excellent communication skills.

Required Education, training, license, registration, and certification

  • Bachelor’s degree in social sciences or development studies
  • Preferred Knowledge and Qualifications
  • Demonstrate Cross cultural sensitivity, balanced worldview, emotional maturity and the ability to cope with stressful work condition
  • Excellent communication skills, both verbal and written, as well as negotiation skills
  • Good organizational skills and time management.
  • Stress management and ability to work long or odd hours

Travel and/or Work Environment Requirement

Office-based
Travel: The position requires ability and willingness to travel domestically up to 50% of the time.

On call: 24hrs
