Description of Organization: This position is located in SPP. SPP co-manages USAID’s Program Cycle Operational Policy (ADS Chapter 201) and guidance on Strengthening the Capacity of Partner Governments (ADS Chapter 220). The incumbent will serve as a PLR liaison, in partnership with PLR’s Senior Gender Advisor and gender points of contact in other PLR Offices, to the Gender Equality and Women’s Empowerment Hub and Gender Advisors throughout the Agency.

Description of Position: The Gender Advisor is a technical expert supporting gender integration throughout USAID Program Cycle processes, including strategic planning; program design and implementation; monitoring; evaluation; collaborating, learning and adapting; and budget formulation and execution. The position primarily supports SPP’s Strategic Planning and Adapting team and Program Design and Implementation team (50 percent), as well as provides support to PLR’s Office of Learning, Evaluation and Research (LER) (30 percent). SPP and LER provide guidance and capacity support to Bureau and Mission staff in the policies and processes driving USAID’s program planning, implementation, adaptation, development of Agency-wide approaches and resources for training and operational learning, and mentorship of program officers overseas. As needed, the Advisor will provide technical assistance to other Offices in PLR, including the Office of Budget and Resource Management, in collaboration with their gender points of contact.
