PURPOSE OF THE POSITION

This position is designed to assist the finance Operations in implementing daily work to oversees the effective cash flow in and out, ensuring efficient functioning of internal controls, financial accounting, budgeting, cash forecasting and reporting preparation, and provide technical support to project/ADPs staff to maintain financial system and procedures at rural AP area.

MAJOR RESPONSIBILITIES

Financial service support

  • Assist in preparing annual budget and mid-year review budget to have accurate coding and achieve project/ADP POA.
  • Assist in preparing realistic monthly project cash request for adequacy of funding needed to use in projects/ADP.
  • Follow up with Finance Operations to ensure that monthly financial reports both draft and final version are produced and sent to the project on time.
  • Review financial reports to ensure their accuracy and liaise with Operation finance for necessary adjustments.
  • Help staff in preparing and processing CARD forms for advances, reimbursement, or direct payments with correct accounts and analysis codes. Also, serve staff in sending those CARD forms on time to finance operations.
  • Assist operations finance to follow up outstanding cash advances to be settled on time.
  • Assist manager and project coordinators to prepare quarterly and semi-annually variance explanation of project spending and submitted to operations finance on time.
  • Responds to request/queries from project regarding financial data and advice.
  • Perform spot check confirmation with beneficiaries/vendors to ensure reality and transparency of supporting documents.

    Administration

  • Prepare fixed asset listing two times per year (Mar & Sep) to comply with STW manual and well maintain.
  • Coordinate with ADP staff to ensure that all received/distribution lists sent to operations finance after project activity completion.
  • Ensure that inventory logs are correctly maintained and up to date for material items stored by the ADP.
  • Manage all ADP administrative issues including communication, preparing incoming and outgoing letter and proactive follow up.
  • Responsible for office supplies, Cell card distribution to all staff.
  • Ensure that Office Standard and Management policies are followed and facilities with well-maintained equipment.
  • Coordinate logistic supports for meeting /training/workshops or other special events.
  • Manage the daily schedule for project staff in the respective project area.
  • Coordinate itineraries for visitors/staff.
  • Prepare logbook and OT document for Guard and Cleaner.
  • Responsible to properly supervise driver including schedule, fuelling, vehicle/motorbikes maintenance, logbook and OT documentation with quality.
  • Implement procurement functions for ADP office at district, province or Phnom Penh.
  • Establish preferred providers with Admin officer for the ADP.

REQUIREMENTS

  • Associate degree in accounting or business administration.
  • Bachelor of Business Administration (BBA) (Finance/Accounting).
  • Minimum 1 years’ experience in handling accounting and administration together.
  • Knowledge and experience of handling office budgets,
  • Experience in NGO, financial institutions, development organization, charity, school or colleague.
  • Knowledge of Microsoft Office (MS-Excel, MS-Word and MS-Power Point) and other financial packages and Book Keeping.
  • Knowledge of regular office administration.
  • Proactive, reliable and attentive to details and ability to work independently on task and assignments.
  • Experience in handling administrative issues and concerns arising in the offices and having problem solving skills
  • Interpersonal skill, planning, organizing, analytical, team player, multitasking skills, communication and customer service skill.
