The Ministry of Environment, Water, and Agriculture (MEWA) has the mandate to supervise the water sector, and manage and protect the natural water resources of the Kingdom. To carry out this mandate, the ministry has completed many water resources studies, prepared then National Water Strategy (NWS) and related water regulations, and initiated a comprehensive Integrated Water Resources Management (IWRM) plan along with other initiatives that ensure sustainability of water resources and high quality of water supply. The United Nations Development Program (UNDP) has an agreement with MEWA to provide MEWA with technical assistance in its capacity development to carry out its mandate.

The UNDP is looking for a qualified and competent expert to work as a Water Information Management Specialist in the UNDP project team at MEWA.

Duties and Responsibilities
The Water Information Management Specialist shall carry the overall responsibility of supporting MEWA to successfully complete specific water resources projects and capacity development in managing water information collected by MEWA and stakeholders to inform national decision-making.
  • Supervise the design and implementation of a National Water Information Management System (NWIMS) for MEWA.
  • Design water information flow processes for the NWIMS.
  • Generate standards for water information and data collection from groundwater and surface water resources to ensure compatibility with the NWIMS.
  • Participate in generating QA/QC procedures for water information collected by or for MEWA.
  • Review of TOR’s of MEWA’s water studies for water information compatibility with the NWIMS requirements.
  • Generate regular report on the water information and the NWIMS status.
  • Participate in capacity development of MEWA staff to advanced levels of proficiency in water information management.
  • Participate in MEWA’s and UNDP’s technical seminars, workshops and training programs.
  • Prepare Terms Of References (TOR) for MEWA’s water resources-related projects.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Min. Education requirements
  • Advanced university degree (Master’s or equivalent) in Water Information Management or a closely related field, such as Hydrology, Environmental Engineering, Water Resources Engineering, Geographic Information Systems (GIS), or Environmental Science or related field is required. Or 

or 

  • A first-level university degree (bachelor’s degree)in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • A PhD is an advantage 
Min. years of relevant work experience  Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible experience at the national or international level in all three areas listed below;

  1. Providing management advisory services related to water information management systems.
  2. Hands-on experience in designing, monitoring, and evaluating water resource development projects.
  3. Leading and managing projects focused on water information collection, analysis, and dissemination
Required  skills 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages
  • Knowledge and experience in a relevant thematic area of water information management, such as water quality monitoring, hydrological modeling, or water resource assessment
Desired skills in addition to the competencies covered in the Competencies section
  • Experience in working, liaising, and collaborating with UN agencies, governments, NGOs, civil society organizations, and public international organizations on water information management initiatives.
  • Experience and knowledge of capacity building theory and methodologies specifically applied to water information management.
Required Language(s) 
  • Fluency Arabic is required.
  • Working knowledge of English is desired.
