JOB DESCRIPTION

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with its Strategic Plan 2022-2025, UN Women Serbia works towards selected Development Results in the impact areas of combating violence against women, enhancing gender responsive policy making and budgeting, and supporting the women, peace and security agenda. UN Women Serbia is working with different national and UN partners, in the framework of several projects, some of which are ongoing and others expected to be undertaken in the forthcoming period. These include supporting capacity development and strengthening partnership with various national institutions to effectively coordinate and promote accountability for the implementation of gender equality commitments and gender responsive governance; supporting women CSOs in the area of women’s economic empowerment and the empowerment of rural women; integrating gender perspective in programming, implementation, monitoring and reporting for IPA programmes; advancing Gender Responsive Policies and Budgeting in Serbia. The Gender Equality Facility Serbia II project supports the Government of the Republic of Serbia in effective implementation of the EU Gender Equality Acquis and the adoption and implementation of the future National Strategy for Gender Equality by contributing to the specific measures of the accompanying National Action Plan for Gender Equality and through support to women’s civil society organizations. Regional Programme “Transformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkans” (2020-2024) in Serbia supports the Ministry of Finance, line ministries and National GEM to have knowledge and evidence to make informed budgetary allocation towards gender equality in line with national, international commitments and post recovery of COVID19. Furthermore, the focus will be on developing capacities of local governments to apply GRB tools in their plans and budget including post recovery of COVID19. UN Women Serbia is part of the joint project “Ending Violence, Empowering Change”. The project is building on the results achieved through the phase III, with the aim to ensure that: the legal-strategic framework regarding gender equality is implemented consistently and evenly throughout Serbia, institutional and organizational practices contribute to gender equality and are sensitive to specific needs of women and girls from vulnerable groups, and that harmful practices and attitudes that lead to gender inequality, discrimination and violence against women and girls are tackled. Project “Improved Safety of Women in

Serbia” has the focus on ensuring safety of women and girls through strengthened capacities of relevant stakeholders, enhanced legislation, improved institutional and organizational framework, institutional responses, and awareness-raising. UN Women Serbia, through project „Combating Violence against Women and Girls in Serbia“ intends to implement a series of educational, analytical (research) activities to capture knowledge and to plan a series of tailor-made trajectories of change to achieve changes in awareness, capacity and legal/regulatory systems, including voluntary self-regulation. To further strengthen gender mainstreaming and integration of the gender perspective into different sectors and leverage co-benefits between gender equality and investment funding for sustainable development UN Women Serbia will implement the project “Gender Responsive Investments”. Under UNOPS funded project UN Women Serbia works to enhance the sustainable livelihoods of informal waste pickers by providing comprehensive support and integration into the formal labour market, focusing on economic empowerment and social inclusion. Additionally, UN Women Serbia is implementing multiple joint projects: PRPD financed project “Strengthening Equality & Rights, Bolstering Inclusive Action” and “From Seed to Sustainability – Food Systems 4 All” supported by SDG Fund.

UN Women Serbia will also continue to provide advisory services and coordination support to the UN Resident Coordinator and the UN Country Team in Serbia in the field of gender equality and women’s empowerment, including around joint programming, improved accountability, and partnership building.

Reporting to the Programme Management Specialist, the Communications Associate is responsible to ensure the timely and quality planning and implementation of the UN Women Serbia communications strategy and will support advocacy efforts, maintenance of media relations, and organizational outreach efforts, in order to increase the standing and awareness of UN Women with partners, the media and the public. The Communications Associate collaborates closely with other UN Women Serbia colleagues as well as the Headquarters and Regional Office counterparts, to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives and follow good practices. The Communication Associate applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UN Women rules and regulations.

Duties and Responsibilities

1. Provide support to communications and advocacy outreach activities for the UN Women Serbia

  • Provide logistical support to communications and advocacy efforts and campaigns, e.g. by supporting the organization of roundtable discussions, press conferences, and other publicity events and providing inputs to briefing materials and press releases, as necessary.
  • Develop proposals for communications products publicizing and provide its contribution to Women’s Empowerment.
  • Develop and produce communications materials, including brochures, publications, briefing materials, press releases, and articles, and manage their dissemination;
  • Develop communication plan for projects and relevant communication materials.

2. Provide support to the development of the UN Women Serbia communications and advocacy materials.

  • Draft press releases, articles, key messages, and other advocacy materials;
  • Review translations, contact printers and other suppliers to ensure production;
  • Maintain library/ database of reference materials and photos;
  • Follow guidelines from HQ.

3. Provide support to the management of the UN Women Serbia social media presence.

  • Gather information for the development of content for social media channels;
  • Update the information for RO website and social media channels, as required;
  • Maintain files, databases, and systems relevant to the UN Women Serbia digital presence;
  • Track and monitor social media analytics and report relevant information
  • Research, compile and produce reports on web statistics on a regular basis and electronic surveys;
  • Design and create social media content (infographics, videos, GIFs, social media cards etc.).

4. Provide media relations support to the UN Women Serbia.

  • Maintain and update database of relevant press in country;
  • Respond to requests for information, as delegated;
  • Gather and compile inputs for talking points.

5. Facilitate knowledge management and sharing.

  • Contribute to the identification of best practices and lessons learned;
  • Organize trainings and workshops on communication practices;
  • Support regular meetings of regional communications focal points;
  • Provide/ exchange information with HQ and RO.

6. Other

  • Perform other tasks as assigned by supervisor;
  • Provide support on special web/digital/media projects undertaken by the CO

Required Skills and Experience

Education and certification:
  • Secondary education is required.
  • Bachelor’s degree in Communications, Public Relations or Journalism is an asset.
Experience:
  • At least 6 years of progressively responsible experience in providing support to the formulation and implementation of internal and external communications and advocacy strategies and related plans;
  • Experience in the use of social media, multi-media and digital platforms;
  • Experience required in editing and copywriting skills, including articles, reports, social media content, press releases preferred;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Experience in video and photo editing and design software is an asset.
  • Previous experience with gender issues, with UN Women and UN system is an asset.
Language Requirements:
  • Fluency in English and Serbian both verbal and written, is required.
