OVERVIEW OF THE FUNCTIONS OF THE POST

Under the direct supervision and functional authority of the Director of UNESCO Almaty Office, the incumbent shall perform the tasks of the Communication Assistant and shall contribute to the overall monitoring, reporting and communications, of all programmes and projects of UNESCO Almaty Office, in the Education, Natural, and Social and Human Sciences, Culture, and Information/Communication fields within the framework of implementation of UNESCO’s Regular Programme and extra-budgetary activities according to the UNESCO rules, regulations and procedures.

The incumbent will work in close collaboration with the Programme Specialists and the Project Support Unit (PSU) of UNESCO Almaty Office. In particular, the incumbent will perform the following functions:

Long Description

  1. Contribute and assist with the development and execution of the communication strategy and activities to promote effective communications with external and internal audiences.
  2. Assist in the formulation of the Office overall strategy in compliance with internal and external strategic and development assistance frameworks.
  3. Assist the Programmes/Projects in designing, planning and reviewing Terms of References (TORs) for Programmes/Projects promotion and visibility.
  4. Contribute to the Office communications by preparing concise, user-friendly reports or presentations that can be shared with the general public to demonstrate concrete results achieved.
  5. Writing, production and dissemination social media content under the supervision of Programme Specialists.
  6. Provide inputs for the concept of various publications (flyer, brochure, banner and video) of the above Programmes/Projects.
  7. Assist in organising and execution event related to Programmes/Projects including handling media relations (printed, online, television and radio).
  8. Assist in providing inputs for publications, presentations, briefings, speeches and missions, including preparing news for website and social media.
  9. Perform any other tasks related to the scope of work that may be necessary for the successful implementation of the Programmes/Projects delivery.

REQUIRED QUALIFICATIONS

Education

• Completed higher education degree in mass communication, media studies, journalism, or in studies with specialization in information and communication technology and knowledge society issues.

Work experience

• Minimum 3 years of relevant professional experience in the field of communication and information, of which preferably 2 years acquired at international level promoting issues related to free, pluralistic and independent media and/or building inclusive knowledge societies.

Work experience

• Demonstrated experience in international cooperation programmes.
• Experience in partnership-building with UN Agencies, the private sector, civil society and NGOs.

Skills/Competencies

• Knowledge of UNESCO’s programmes and approved priorities, familiarity with the work and general functioning of UNESCO and international organizations in the UN system.
• Excellent editing and proofreading skills.
• Knowledge of UNESCO rules related to publishing, administrative procedures, systems and standard practices.
• Knowledge of Intellectual Property Law.

Languages

• Working knowledge of Kazakh.

BENEFITS AND ENTITLEMENTS

  • Salary: base monthly gross USD 1,075.82

(monthly rates in reference to the local UN FTA salary scales of the locally recruited staff, corresponding to 66% of the gross base salary; subject to change in case of changes in local UN salary scale).

  • Medical and Pension Coverage.
    As additional payment, upon proof of enrolment in an appropriate pension and/or medical scheme, the following contributions will be added to the SC holder’s remuneration:

(a) up to 10% of the SC holder’s remuneration to represent UNESCO’s sole contribution for pension; and

(b) up to 5% of the SC holder’s remuneration to represent UNESCO’s sole contribution to medical insurance.

The SC holder must provide the proof of affiliation to local or private social security scheme if in receipt of an additional payment.

  • Income Tax.

The remuneration paid to SC holders is not exempt from any income tax which may be levied by the tax authorities in the country where work is performed or any other tax authorities.

UNESCO shall not reimburse any taxes, duties or other contributions for which the SC holder may be personally liable in respect of payments made under the terms of his/her contract.

SC holders will be solely and personally responsible for complying with tax laws that are applicable to them, and for paying any taxes (in particular income tax), duties or other contributions for which they may be personally liable, under any tax laws applicable to them, in respect of any payments made to them under the terms of their SC contract.

  • UNESCO’s salaries are paid in the currency established by the local UN System (currently in Kazakh Tenge at the applicable mid-month UNORE).
  • Annual leave is granted at the rate of 2,5 working days for each completed month of service. The annual leave entitlement must be taken in full during the contract period.
