Location: Any MSF office*

Contract: Temporary contract at 80%

Duration: 9 months

Starting date: 1st of November 2024

*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.

 

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

 

II. CONTEXT

Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.

Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF’s social mission.

As part of the Global Procurement Unit, the Learning solutions project officer will:

  • Report hierarchically to the HR project manager.
  • Work closely with the members of the steering committee.
  • Coordinate the work of MSF content matter experts of the 5 OCs and the GPU, a pedagogical engineer and potentially a developer (for online solutions). The pedagogical engineer and the developer could be service providers if the resources are not available in MSF.

III. PURPOSE OF THE JOB

The overall objective of this position is to coordinate the development of one or more identified learning solutions to strengthen procurement skills across the MSF movement (European Supply Centres, HQs and Field).

For each learning solution identified, the Procurement Learning Solution Project Officer will:

1. Collaborate with the members of the steering committee to frame the project.

2. Coordinate the design of the learning solution in collaboration with the content matter expert and the pedagogical engineer.

3. Coordinate the development of the learning solution in collaboration with the content matters expert, the learning/instructional designer, and a developer (for online solutions).

 

IV. KEY ACCOUNTABILITIES

1. Framing the project:

  • Forming a steering committee ensuring inter-sectional collaboration.
  • Facilitating discussions and coordinating decisions to identify the target public, the learning objectives, the modalities (giving priority to active learning modes and blended approaches), the language (s) and the necessary resources (HR and budget).
  • Documenting the project’s framing in a comprehensive note.

2. Coordinating the design of each learning solution:

  • Identifying a learning/instructional designer.
  • Supervising the development of session plans, storyboards and/or other tools to document the sequences of the learning solution in collaboration with the subject matter expert.
  • Presenting proposals to the steering committee for feedback and approval.

3. Coordinating the development of each learning solution:

  • Identifying a developer or relevant service provider (e.g., video maker for online solutions, if applicable).
  • Overseeing the development of learning sequences in collaboration with the subject matter expert and the developer (if applicable).
  • Designing all relevant documents for participants and the facilitators such as guides, presentations, prerequisites, and participants materials).

4. Conducting a pilot, drawing lessons learned and readjusting before implementation:

  • Defining the deployment model (by MSPP / an OC) in collaboration with the steering committee.
  • Organizing the pilot session / supporting the organization in case of deployment by an OC.
  • Evaluate the content, form, and teaching method before, during and after the synchronous part, as well as the organisational part (registration, organisation, coordination, finance, meals, travel, etc.)
  • Making the adjustments required to launch the implementation.
  • Finalizing and organise all the documents to facilitate the organisation of future sessions.
  • Coordinating localization (translation) if needed and ensuring the quality of translated documents and tools.

5. Communicating progress to MSPP management team, steering committee, and the broader MSF procurement community.

V. PROBLEM-SOLVING

  • Inside the frame of the L&D strategy validated by the GPU, capacity to develop the learning solutions to respond at best to MSF global needs.
  • Being able to work transversally with 5 OCs and 3 European Supply Centres.

VI. DIMENSIONS

  • Coordination of more than 1 project in parallel.
