JOB DESCRIPTION

The United Nations Office for South-South Cooperation (UNOSSC), hosted by UNDP since 1974, was established by the UN General Assembly with a mandate to advocate for and coordinate South-South and triangular cooperation on a global and UN system-wide basis. UNOSSC receives policy directives and guidance from the General Assembly and through its subsidiary body, the High-level Committee on South-South Cooperation.
UNOSSC’s Global South-South Development Centre (GSSDC) (2019-2024) will complete its implementation in Dec 2024. Building on the results of GSSDC, with continued funding support from Government of China, UNOSSC and the China International Center for Economic and Technical Exchanges (CICETE) under the Ministry of Commerce (MOFCOM), will launch GSSDC Phase II Programme, slated for implementation from 2025 to 2030.
The GSSDC Phase II Programme will be the amalgamation of GSSDC Project and SSTC Cities Project while maintaining established brandings. Incorporating broader geographic outreach, scope and thematic areas, GSSDC Phase II will be substantially expanded with the following focused and enhanced features:
1. Continue strong programme focus on facilitating South-South technology cooperation, adaptation and capacity development
2. Support China SSC Network and Sectoral SSC cities clusters’ network-building and outreach to more regional, sub-regional and thematic networks and COEs, for more pragmatic cooperation; Support institutional-building and incubation of more SSC focused CoEs.
3. Coordinate and connect with national development strategies, global development initiatives and multilateral platforms and mechanisms, including China’s GDI, BRI, FOCAC and BRICS, to leverage their financial, technological, and knowledge-based expertise and resources in expanding programme scope and scaling-up impact.
CICETE, under MOFCOM, is continued as the designated responsible party under GSSDC. In the meantime, CICETE is the entrusted Government Agency (GA) in coordinating programmes/projects supported by UN agencies including UNDP/UNOSSC in China.
This United Nations Volunteers (UNV) assignment is part of the GSSDC Project team who will support and advise the consolidation and merge of Cities partnerships and portfolio into GSSDC Phase II and contribute to GSSDC partnership and resource mobilization efforts. The incumbent reports to the Project Manager at UNOSSC HQ in NY and works closely with the team at CICETE.

• Advise the merge and consolidation of SSTC cities and local partnership resources from within and beyond China into the GSSDC Phase II portfolio,
• Towards GSSDC Phase II, advise and contribute to the development of an updated project partnership expansion, resource mobilization strategy and sustainability plan, linking with national development strategies, global development initiatives and multilateral platforms and mechanisms. This will include leveraging financial, technological, and knowledge-based expertise and resources from China’s GDI, BRI, FOCAC and BRICS to expand GSSDC Phase II programme scope and scaling-up impact.
• Maintain existing and mobilize new partnerships with cities, agencies and institutions from various sectors, in line with GSSDC Phase II thematic priorities, UNDP rules and regulations, and contribute to project risk management and due diligence process.
• Advise and support China SSC Network and Sectoral SSC Cities Clusters’ network-building and global outreach to more regional, sub-regional and thematic networks and COEs, for more pragmatic cooperation.
• Coordinate SSC cities exchange under the SSC Cities Clusters under the key thematic focus areas.
• Mobilize financial, human and technical resources from various sectors and entities to support the delivery of project goal and outcome, demand-driven needs assessments and pilot/small grants implementation.
• Lead and advise the organization of city-to-city partnership and experience sharing exchanges, events and meetings.
• Undertake other work required by supervisor, including to coordinate and participate in field mission travels.

• At least 10 years of relevant work experience in project implementation and management in public and/or business sectors.
• Prior experience working in the UN or other international organizations required.
• Experience working in China and other developing countries with public and/or private sector required.
• Proficiency in the usage of computer and office software packages (MS Word, Excel, etc.) required.
• Experience implementing development projects of various sectors in developing countries other than China in the context of international development highly desired.
• Knowledge and experience in South-South and triangular cooperation highly desired.
• Knowledge of UNDP policy and regulations highly desired.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness;
• Capacity and availability to travel to hardship fields.
