JOB DESCRIPTION

The United Nations Office for South-South Cooperation (UNOSSC), hosted by UNDP since 1974, was established by the UN General Assembly with a mandate to advocate for and coordinate South-South and triangular cooperation on a global and UN system-wide basis. UNOSSC receives policy directives and guidance from the General Assembly and through its subsidiary body, the High-level Committee on South-South Cooperation.
UNOSSC’s Global South-South Development Centre (GSSDC) (2019-2024) will complete its implementation in Dec 2024. Building on the results of GSSDC, with continued funding support from Government of China, UNOSSC and the China International Center for Economic and Technical Exchanges (CICETE) under the Ministry of Commerce (MOFCOM), will launch GSSDC Phase II Programme, slated for implementation from 2025 to 2030.
The GSSDC Phase II Programme will be the amalgamation of GSSDC Project and SSTC Cities Project while maintaining established brandings. Incorporating broader geographic outreach, scope and thematic areas, GSSDC Phase II will be substantially expanded with the following focused and enhanced features:
1. Continue strong programme focus on facilitating South-South technology cooperation, adaptation and capacity development
2. Support China SSC Network and Sectoral SSC cities clusters’ network-building and outreach to more regional, sub-regional and thematic networks and COEs, for more pragmatic cooperation; Support institutional-building and incubation of more SSC focused CoEs.
3. Coordinate and connect with national development strategies, global development initiatives and multilateral platforms and mechanisms, including China’s GDI, BRI, FOCAC and BRICS, to leverage their financial, technological, and knowledge-based expertise and resources in expanding programme scope and scaling-up impact.
CICETE, under MOFCOM, is continued as the designated responsible party under GSSDC. In the meantime, CICETE is the entrusted Government Agency (GA) in coordinating programmes/projects supported by UN agencies including UNDP/UNOSSC in China.
This United Nations Volunteers (UNV) assignment is part of the GSSDC Project team and will be hosted at CICETE in Beijing to support project management and administration tasks and day-to-day liaison with UNOSSC HQ in New York.
The day-to-day work performance of the Project Analyst will be directly supervised by the GSSDC Secretariat Manager at CICETE. The Project Analyst reports to the Project Manager at UNOSSC HQ in NY on results and delivery of the project.

Overall, the incumbent will
• Support project management and implementation of workplan activities and facilitate coordination between project RP in China and project management at UNOSSC-HQ
• Support project administration and operations (finance, asset management, travel administration) in line with UNDP rule, regulation and policies
• Support project knowledge management, advocacy and communications efforts; Communicate with project stakeholders and partners, particularly the China South-South Cooperation Network member institutions, on programme management and operational matters.
Specifically,
1. Support effective project management and coordination focusing on the achievements of the following results:
• Facilitate and coordinate day-to-day communications and updates between CICETE, UNOSSC and key project stakeholders
• Ensure timely and good-quality implementation of workplan activities, and continuously monitor and report progress and expenditure against the approved work-plan and budget to UNOSSC compliant with UNDP programme/financial rules and policies
• Monitor progress of the small grants and ensure the small grant results are integrated into GSSDC results framework.
• Prepare project quarterly and annual reports and support M&E efforts
2. Support effective project operations and administration focusing on the achievement of the following results:
• Assist in project administration, operations and delivery (procurement, asset management, travel and etc), when required, in coordination with UNDP CO relevant teams, following UNDP rule, regulation and policies
3. Support project knowledge management, communications and advocacy efforts; Support communication with project stakeholders and partners, focusing on the achievement of the following results:
• Regular exchange of information/experience with project stakeholders, particularly China SSC Network and GSSDC Network partners and stakeholders from SSTC MCSR Cities Portfolio,
• Support the mapping, documentation and dissemination of good practices in SSTC
• Support the development of knowledge and advocacy products
• Support the organization of project events, exhibits, trainings, communities of practice/cities cluster activities, missions and demand-driven need assessment/oversight visits
• Support project communications and information sharing, update and maintain the CSSCN and GSSDC Website, and develop and circulate newsletters and updates, in both Chinese and English

• Relevant experience in international development project management and experience working in the UN or other international development organization needed.
• Experience and technical knowledge in South-South and triangular cooperation highly desired.
• Experience working at the UNDP and knowledge of UNDP POPP and Quantum system would be a strong asset.
• Excellent oral and written skills, and excellent drafting, formulation, reporting skills in English and Chinese required.
• Accuracy and professionalism in document production and editing.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
• Sound security awareness.
