JOB DESCRIPTION

SCOPE OF ROLE:

The role is expected to carry out the implementation all the shelter/WASH/NFI related activities in Kharkiv, in relationships with a range of internal and external sectors including partners the eastern area Office Programme Operations team, Supply chain team, as well as contractors, distribution team and SCI Cash team.

KEY AREAS OF ACCOUNTABILITY:

Programme implementation/management

  • Conduct Area Office-level needs assessment. This includes – but not limited to – Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments
  • Conduct technical assessments of existing Shelters, collective centres, hospitals and other premises.
  • Develop Bills of Quantities (BOQ) and cost estimates including material, labour and transportation requirements for all Shelter related works.
  • Prepare technical drawings, where required.
  • Manage and plan a construction project.
  • Prepare Bill of Quantities for all construction relevant projects as well as prepare Scope of work
  • Survey a construction site, give a description about how would like to complete the project and its consequences.
  • Solve the construction problems efficiently.
  • Provide quality control and quality assurance to make sure that the purposes of the project are achieved.
  • Make sure that the entire safety rules related to construction work are observed.
  • Support all technical aspects of quality control.
  • Conduct regular visits to beneficiaries.
  • Attend and support distributions if needed
  • Provide daily/weekly reports, as requested.

Programme design/development

  • Contribute to the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.
  • Conduct regular site visits to supervise and/or monitor progress and quality.
  • Conduct Post Distribution Monitoring.
  • Conduct awareness sessions on Save the Children’s Feedback Mechanism System, and encourage its use.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform such other responsibilities as agreed with your line management.

QUALIFICATION:

Bachelor’s degree in one of the following fields: Civil and Industrial Engineering, Architecture and Urban Planning or other field related to construction.

EXPERIENCE AND SKILLS

Essential

  • Extended work experience (2 years experience minimum).
  • Experience in an international and local NGOs (especially during the emergency phase).
  • Experience in working on shelter and construction/rehabilitation projects in emergencies and post emergencies.
  • Computer knowledge (proficient in word, excel and preferably AutoCAD).
  • Ability to write weekly and monthly report.
  • Excellent contact and diplomacy to manage relationship in tensed situation.
  • Experience in community mobilisation and conducting outreach activities.
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work.
  • Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself.
  • Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team.
  • Well organized.
  • Able to manage stress and pressure.
  • Strong awareness of safety and security and commitment to following the S&S direction of SCI.
  • Commitment to and understanding of SC aims, values and principles including rights-based approaches.

Desirable

  • English skilled (fluent in speaking and writing) will be an advantage.
