TITLE: MEAL Officer

CHILD SAFEGUARDING

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE

SC is committed to develop an evidence base and a learning culture in both
development and humanitarian settings to continuously improve our work to achieve greater outcomes for children.
The MEAL Officer, under the direct supervision of Area MEAL Coordinator (Magway), will be is the key frontline MEAL staff communicating with partner MEAL focal and Program team for ensuring MEAL functions. S/he will perform day to day information management and provide quality data and statistical analysis and other information to support management decision making and support MEAL functions in multisectoral thematic (emergency response and shorten) project in Pakokku and Yaesagyo, Pwint Phyu and Sadoitaya Townships in Magway Region. S/he works closely with partner staffs/ SC program staff to support the data collection, data entry in database, ensure data quality, and manage data at the field level as well as update project data for reporting and link up with regional and central MEAL teams of SCI.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY

Programme Information Management System

• Key focal person for ensuring the data collection, data verification, report combination from partner/program team on monthly basis
• Coaching/training and building capacity of project teams/partners to collect and manage their relevant data regularly
• Crosscheck to ensure that data being collected/reported from partner are reflecting the log frame indicators and report discrepancies to Area MEAL Coordinator
• Ensure timely data entry/ verification in the project database and submit report to Area MEAL Coordinator and Program Manager on a monthly, quarterly, bi-annual basis
• Field visit for community interviews and discussions for data collection as and when required
• Support Area MEAL Coordinator to organize and manage data collection by project/partner staff by clarifying data collection tools, collection frequency and making corrective measures for data quality assurance
• Conduct Data Quality Assurance by verifying data quality at source in the field as per the direction of Area MEAL Coordinator who will be working with MIS Manager in this regard
• Ensure proper filing and documentation of collected data (hard and soft copies –monthly reports, training, workshop attendance, etc.)
• MEAL O will be responsible in updating the data in MIS and to make sure the reports are in MIS
• Assist Area MEAL Coordinator and Program Manager in providing accurate data for reporting

Accountability functional task:

• Assist Program/Partner Staff to set up and make functional the accountability system in projects by sensitizing communities and partner organizations
• Make Sure Accountability system functioning to be inline as per standard procedure
• Verification of partner reported filled FRM data for all types of complaints in the FRM database and share with accountability focal point person monthly basis
• Community facilitation for regular and child friendly feedback collection when conducting field visit

Monitoring and reporting task:

• Conduct quality monitoring of field activities for the project and prepare reports to share with program team and MEAL team
• Make data available for project reporting in coordination with the program team to meet all reporting deadlines
• Support the partner/program team for PDM data collection and assist in PDM data analysis/reporting to Area MEAL coordinator and program manager
• Assist Area MEAL coordinator preparing for annual Total Reach, Child Participation Indicator and Global Indicator reporting from area office teams
• Support Area MEAL coordinator in MEAL trainings and coordination with participants and other parties involved
• Regular and frequent communication with direct and technical line managers through various Channels for MEAL-related purpose

Child Safeguarding Responsibilities
• Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

PERSON SPECIFICATION

• At least 3-year experience in related field (MEAL/Emergency response)
• Bachelor’s degree in social / development sciences, Information Technology or other related subjects
• Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations; Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.
• Experience working with ODK or KoBo Collect and PowerBI (desirable)
• Experience in programme implementation and/or one or more of Save the Children programming technical areas (desirable)
• Considerable English communication skills, both written and verbal
• Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
• Willingness to travel to field offices and work in difficult environment according to travel requirements.
• Significant people management skills/experience and proven ability to create an environment
which encourages team working and motivates a team across various geographical areas
• Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children
