JOB DESCRIPTION

The Livelihoods and Food Security Coordinator will be responsible for implementing, reporting on and ensuring the quality of all food security and livelihoods projects being implemented in the South Region. This will include participating in data collection field work; overseeing the beneficiary selection process in coordination with communities, local stakeholders and other NRC units in the region, ensuring that projects are being implemented on schedule (including keeping clear records of distributions), and immediately flagging any challenges or delays to the Food Security and Livelihoods PM and Specialist in Kabul.

The coordinator is expected to focus more on integrated projects with other sectors (core competencies) within the NRC.

Generic responsibilities

  • Line management of Livelihood and Food Security project field staff
  • Contribute to Livelihood and Food Security strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of Livelihood and Food Security projects (activities, budget and project documentation) as delegated from APM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to APM and Livelihood and Food Security CC Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Adherence to NRC policies, guidance and procedures

Specific responsibilities

  • Provide regular progress reports and flag any challenges or implementation delays to the APM.
  • Ensure all project components are carrying out based on project timeline and plan.
  • Responsible to follow up reported challenges and ensure the solutions are addressed.
  • Coordinate with relevant partners in the South Region to implement livelihoods and food security projects – including other development and humanitarian organizations, government, and community leaders.
  • Help identify and design new food security and livelihood projects in the South Region (including development of funding proposals), working closely with the APM/Specialist in Kabul, and with other NRC units in the Kandahar office (especially Shelter, ICLA, Protection and Education colleagues)
  • Responsible to attend any coordination meeting linked to the program in UN, GOV, INGO.
  • Enhance coordination with relevant governmental departments and ensure for data sharing to maintain transparency and accountability.
  • Cooperate livelihood and Food Security Project Manager in weekly, monthly, and quarterly reports.
  • Support livelihood and Food Security Project Manager with respect to data sharing, data comprehension and integrity.
  • Follow up with support units in order to track the procurements are going smoothly as planned. .
  • Support Livelihood and Food Security Project Manager in arranging necessary documents required for PRM- on monthly basis.
  • Ensure the required MoVs are uploading to office 365 right after completion of each activity to office 365.
  • Ensure the inclusion of cash-based interventions and marked based programs in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Performs any other task as assigned by supervisor

Generic professional competencies

  • University degree in agriculture or agribusiness, Master Preferred.
  • 5 years of working experience in humanitarian sectors with INGOs or NGOs with implementation of international funding projects.
  • 2 years of experience in the implementation of agricultural projects.
  • Fluency in English, both written and verbal
  • Knowledge of the local language (Pashto)
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Experience with drafting and managing budgets
  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory)
  • Experience working with vulnerable communities and people (displaced people, women, and youth).
  • Strong management skills, including personnel and financial management
  • Experience in capacity building and training of staff
  • Experience of proposal and report writing
  • Experience in logistics and administrative management
  • Experience of coordination and advocacy work
