Result of Service
In close consultation with the Country and Regional Offices, the consultant’s main result will be to strengthen the partnership with the Moroccan Ministry of Housing by setting up solid coordination mechanisms and optimizing the implementation of pilot projects.

Duties and Responsibilities
Organizational background The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working for a better urban future. Its mission is to promote the development of socially and environmentally sustainable human settlements and the achievement of adequate shelter for all. In October 2016, at the United Nations Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document that sets global standards for achievement in sustainable urban development, rethinking how we build, manage and live in cities. By combining cooperation with committed partners, relevant stakeholders and urban actors, including all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity building to implement the New Urban Agenda and Sustainable Development Goal 11 – make cities inclusive, safe, resilient and sustainable. Mandated by the United Nations General Assembly in 1978 to address the problems of urban growth, it is an institution that is knowledgeable about urban development processes and understands the aspirations of cities and their inhabitants. For forty years, UN-Habitat has worked in human settlements around the world, focusing on building a better future for villages and cities of all sizes. Through these four decades of in-depth experience, from the highest political levels to a range of specific technical issues, UN-Habitat has acquired a unique and universally recognized expertise in all things urban. This has placed UN-Habitat in the best position to provide answers and workable solutions to the current challenges facing our cities. UN-Habitat capitalizes on its experience and position to work with its partners to formulate the urban vision of tomorrow. It works to ensure that cities become inclusive and affordable engines of economic growth and social development. Since 1995, UN-Habitat has been active in Morocco in partnership with the Ministry of National Territorial Planning, Urban Development, Housing and Urban Policy to support the government’s efforts to achieve sustainable urban development. A headquarters agreement was signed with the government of the Kingdom of Morocco in 2016 and a country program for housing (HCPD) was drafted in 2019 for the period 2020-2023. This document brings together operational projects in UN-Habitat’s areas of intervention, at national, regional, and local levels, aimed at achieving sustainable urban development in the country and provides technical support to the partners involved. Reporting Line The Consultant will work under the supervision of the Regional Representative of Arab States in coordination with the Head of Morocco Programme and will be responsible for providing strategic and technical support for the implementation of priority projects and coordination with the line Ministry of Urban Planning, Housing and City Policy. Duties and responsibilities The consultant is called upon to carry out the following key tasks: 1. Maintain the establishment of governance and coordination mechanisms between the Moroccan Ministry of Housing and UN-Habitat’s country and regional offices. 2. Develop a roadmap for the implementation of priority projects and activities for the period 2025-2026, taking into account national priorities, the UN-Habitat strategic plan and the United Nations Cooperation Framework in Morocco. 3. Facilitate the coordination and organization of programmed high-level events with the departments and divisions concerned and promote the participation of Moroccan delegations in international events. 4. Facilitate the work of project experts and consultants, particularly in terms of data access. 5. Coordinate the implementation of communication, capitalization and capacity-building actions.
Qualifications/special skills
An advanced University Degree (Master’s Degree or Equivalent) in Territorial Planning and Development, Urban and Housing, Governance of Territorial Public Action, Geographic Information’s System, Observation and Territorial Monitoring and Evaluation Tools or related filed is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five years of experience at various levels of responsibility in public policy and urban initiatives planning and implementation, and the governance of multi-stakeholder projects in Morocco and experience in producing studies and analytical reports is required. Have a good understanding of the decentralization and advanced regionalization process in Morocco, urban planning and housing and participatory processes in the conduct of territorial projects is an asset. Have a good knowledge of the mechanisms for designing and implementing training and capacity building mechanisms for territorial actors is desirable. Justify experience in terms of design, organization and animation of events of exchange and sharing between actors is desirable. Demonstrate good knowledge of inter-stakeholder partnership and cooperation mechanisms at national and international level is required
Languages
Fluency in both oral and written French and Arabic is required. Knowledge of English is an asset.
