Result of Service
This study will address aspects relating to the modalities of operation of the Clearing-House Mechanism, including: (a) Type, architecture and functionalities of the platform; (b) Process for generating the “BBNJ” standardized batch identifier in accordance with article 12, paragraph 3, of the Agreement; (c) Modalities to facilitate the matching of capacity-building needs with the support available and with providers for the transfer of marine technology, and to facilitate access to related know-how and expertise; and (d) Terms of cooperation with relevant legal instruments and frameworks and relevant global, regional, subregional and sectoral bodies.

Duties and Responsibilities
Under the overall supervision of the Director of the Division and a Principal Legal Officer, the consultant will report directly to a Legal Officer, with a Senior Legal Officer as the second reporting officer. The Consultant/Expert is expected to deliver the following three responsibilites: 1. Develop an initial scoping study on matters for further consideration concerning the modalities for the operation of the Clearing-House Mechanism established under the BBNJ Agreement. The study should present a review of existing clearing-house mechanisms or other mechanisms with similar or comparable functions to those envisaged for the Clearing-House Mechanism established under the BBNJ Agreement, including an analysis of practices and lessons learned that might be useful to inform the consideration by the Commission of the modalities for the operation of the Clearing-House Mechanism established under the BBNJ Agreement, including in relation to the following elements: (a) Type, architecture and functionalities of the platform; (b) Process for generating the “BBNJ” standardized batch identifier; (c) Modalities to facilitate the matching of capacity-building needs with the support available and with providers for the transfer of marine technology, and to facilitate access to related know-how and expertise; and (d) Terms of cooperation with relevant legal instruments and frameworks and relevant global, regional, subregional and sectoral bodies. On the basis of the review mentioned above, the study should also identify issues that may require further consideration by the Commission, as well as any potential follow-up in-depth studies. 2. Prepare one PowerPoint presentation of key findings of the scoping study aimed at delegations to the Commission. 3. Deliver the presentation virtually prior to or at the Preparatory Commission, including responding to questions posed by delegates, as needed. All materials, including preliminary drafts, produced from this consultancy are the property of the United Nations.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in public law, international law, ocean affairs and the law of the sea, sustainable development, environment or a related field. A first-level university degree in combination with additional relevant work experience may be accepted in lieu of the advanced university degree. Experience in the field of multilateral clearing-house mechanisms is required. Experience in preparing analytical reports, and presentation and communications materials is required. Experience in managing stakeholder relationships within projects is required. Experience with the UN system or an intergovernmental context is desirable.
Languages
For this position, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
