Position: Project Manager
Location: Aden with travel to Taiz and all project location
Contract Length: till Dec 2024 (with a possibility of renewal)
The Opportunity:
The Project Manager will focus on enhancing the health and nutrition of targeted beneficiaries in the south area by providing quality comprehensive primary health and nutrition care. This role will involve close overseeing with the FSL and WASH programs, supported by the respective leads in those functions.
The Project Manager will work alongside the Ministry of Health, their staff, and partner organizations to address needs, promote healthy behaviours, strengthen health systems, and improve access to essential health services. They will report directly to the Deputy Area Manager and will coordinate closely with Health and Nutrition Technical Advisors at the head office for technical guidance and input, as well as managing WASH and FSL functions leads at the field level in coordination with their technical advisors at the head office.
KEY AREAS OF ACCOUNTABILITY:
- Develop and implement a strategic vision for health, nutrition, FSL and WASH programs in the region, aligned with national and international goals.
- Provide overall leadership and direction to the health, nutrition, FSL and WASH teams, ensuring effective collaboration, and coordination across program activities.
- Represent the organization at high-level meetings and forums, advocating for the needs of vulnerable populations and promoting evidence-based health, nutrition, FSL and WASH interventions.
- Advocate for the integration of health, nutrition, FSL and WASH interventions into national plans and policies. Collaborate with the relevant ministries to develop and implement joint work plans.
- Conduct needs assessments and evaluations, including for WASH, to identify priority areas for intervention and inform program designs.
- Develop and implement comprehensive health, nutrition, FSL and WASH programs, including maternal and child health, nutrition, disease prevention, water and sanitation, and health/WASH systems strengthening.
- Work closely with the WASH coordinator and WASH PDQ team to ensure the planning and implementation of WASH interventions, including new needs assessments, monitoring, and strategic input to inform future strategic planning and new business development opportunities.
Manage and provide managerial support and technical support in consultation with PDQ to the health, nutrition, FSL and WASH emergency programs by leading the establishment and setup of an integrated approach across these sectors in the current service delivery points.
- Manage and review detailed implementation plans developed by the program coordinators/officers and ensure quality standards in compliance with Save the Children’s strategies, donor guidelines, and priorities.
- Lead in the coordination and preparation of quality and timely donor reports, clearly reporting on progress towards project outputs.
- Manage and oversee the implementation of the agreed plan for health, nutrition, and WASH projects, from a quality perspective and meeting project targets and deadlines, including monitoring against logframes and individual performance management.
- Contribute to program development through assessments, information gathering, and technical inputs for new project proposals and budgets.
- Work closely with the Emergency WASH, FSL, and Protection program teams to ensure an integrated approach, identify ways to maximize links, share experiences and lessons learned, and leverage SCI projects in the field office.
- Manage the financial and human resources of the health, nutrition, and WASH programs, ensuring compliance with donor regulations and SCI guidelines.
- Provide supervision, guidance, and direction to all health, nutrition, and WASH staff in the Aden, Lahj and Taiz, including capacity building and technical support.
- Ensure that the Health, Nutrition, and WASH coordinators effectively represent Save the Children in relevant health, nutrition, and WASH-related meetings, workshops, and coordination mechanisms.
- Lead on multi-sectoral assessments, response planning, and technical oversight, ensuring a strong focus on WASH-related needs and interventions.
- Document lessons learned and promoted the dissemination of good practices across the organization.
- Review and share periodic financial forecasts prepared by Health, Nutrition, and WASH program officers as required by Finance, Awards, and Members Teams.
- Management control and usage of Save the Children assets and funds and ensure the Program provides value for money.
- Engage with key Government Agencies such as the Health ministry, Ministry of Water, MOPIC, and other stakeholders and duty-bearers at Field and governorate levels, to support the implementation of the health, nutrition, and WASH Programs in Aden, Lahj and Taiz.
- Ensure an integrated and joined up approach to advocacy and Program work across health, nutrition, and WASH.
- Ensure that regular and effective communications are maintained with Health, Nutrition, and WASH Technical Advisors and other sectors within the organization for smooth program operations, implementation, and integration.
- As a key member of the field Senior Management Team, actively participate in weekly Management and other team Meetings held in Aden, Lahj and Taiz.
- Working with the Health, Nutrition, and WASH advisors and deputy area Manager, develop sector response plans and master budgets and contribute to Save the Children’s overall response strategy.
- Provide technical checking of Health, Nutrition, and WASH strategies, assessments, and Programs as necessary, and proactively promote high-quality technical approaches across the Field office.
- Prepare and oversee Health, Nutrition, and WASH Program implementation to ensure timely delivery of Program activities. Prepare timely Program and donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements.
- Working closely with the HR team, identify Health, Nutrition, and WASH staffing needs for emergency Programs, and ensure rapid recruitment, induction, and training of new staff.
- Identify Health, Nutrition, and WASH Program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
- Working closely with the monitor, evaluation, accountability, and livelihood team, put in place sector Monitoring & Evaluation plans, ensuring this links to reporting requirements, and capacity building of technical field staff in carrying out the work.
- Working closely with the MEAL team to put in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in Program design.
- To ensure that the minimum standards of humanitarian relief assistance are maintained in accordance with the Sphere Charter, Red Cross Code of Conduct, and CHS.
- Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.
- Take steps to document lessons learned, from Programs, for wider dissemination.
- In additional to the above listed responsibilities, the Project Manager will also be responsible for any other duty deemed necessary by the Line Manager.
- Ensure that Save the Children’s Child Protection and Safeguarding policies are understood, implemented, and monitored, and that they are integrated into all aspects of the team’s work and program implementation.
QUALIFICATIONS AND EXPERIENCE:
- Qualified Health professional MD, (MPH preference) with at least five years of relevant experience preferably in primary health care, preventive and curative service delivery in the context of emergencies.
- Strong analytical and conceptual skills and the ability to think and plan strategically.
- Strong skills and experience in all aspects of programme development, assessing and analysing needs, including programme/project monitoring, review & evaluation.
- Substantial experience of developing working relations with government, UN agencies INGO partner’s community stakeholders and beneficiaries.
- Fluency in written and spoken English and substantial experience in preparing projects proposals and reports to donors.
- Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff with proven skills as a trainer/facilitator and mentor.
- Demonstrate skills in resource and staff management/development and the implementation of appropriate policies, procedures, and systems.
- Ability to be self-sufficient and resourceful.
- Ability and willingness to travel to projects and stay in basic conditions.
- Computer skills e.g. Word, Power Point and Excel.
Desirable
- Experience in coordinating multi-sectoral programs, particularly integrating health, nutrition, WASH, and FSL interventions.
- Understanding of child protection principles and their integration into health and nutrition programs.
Previous experience with Save the Children International.
