OVERVIEW OF THE FUNCTIONS OF THE POST

1. BACKGROUND

Global Education Coalition

At the onset of the COVID-19 pandemic in March 2020, UNESCO launched the Global Education Coalition (GEC), an international multi-sector partnership. The coalition was established to meet the urgent and unprecedented need for continuity of learning in emergency contexts.

Leaders around the world have responded positively to GEC’s mission. Heads of UN agencies, chief executives, foundation heads and civil society leaders recognized that they share the common goal of forging cross-sector and multi-stakeholder cooperation, with the guiding principle of leaving no one behind.

UNESCO would like to engage a communications specialist to develop communications products in support of the GEC programme.

2. DUTIES AND REQUIREMENTS

Under the authority of the Director of Policies and Lifelong Learning Systems (ED/PLS), and the direct supervision of the Chief of the Section of Teacher Development, the Individual Specialist shall support the Global Education Coalition and country programmes by developing communications products:

A. Communications and advocacy

  • Prepare content, formatting, and dissemination of monthly GEC e-newsletters, in a journalistic style and in coordination with partners, field colleagues, KMS, CPE, and GEC team members.
  • Research, write and edit monthly thematic web articles on Global Education Coalition programmes.
  • Coordinate and provide journalistic and editorial inputs for the release of GEC partner web article(s) and programme press releases.

  • Work to increase engagement with the communications teams of Coalition members to disseminate messages with donors and partners.
  • Update the library of GEC case studies in line with edits or excerpts provided by Members, with a particular focus on UNESCO support to country-level programming supported by GEC members.
  • Undertake the work of matching programme case studies to new knowledge products under production such as annual reporting.
  • Support the communication efforts of GEC projects in coordination UNESCO colleagues.
  • Draft speeches, key messages and other communications materials.
  • Support in coordinating the production of visual communication assets, including videos and static images.

  • Undertake related content updates to GEC website CMS accordingly.
  • Coordinate and prepare content for the full updating of related webpages in coordination with technical colleagues ensuring updates are made in a timely manner.
  • Support the production and finalization of communications assets for events such as the Global Education Coalition Member Meeting and others (poster, banners, branded presentations).
  • Lead on the dissemination of the Global Education Coalition Annual Report in English.

3. TIMELINES AND DELIVERABLES

  • Prepare content, formatting, and dissemination of the monthly newsletter, in a journalistic style, research, write and edit a web article, and ensure web updates are implemented by end-September 2024.

Long Description

  • Prepare content, formatting, and dissemination of the October newsletter, in a journalistic style, research, write and edit a web article, and establish case study and survey parameters for outreach and engagement for GEC Annual Report by end-October 2024.
  • Prepare content, formatting, and dissemination of the November newsletter, in a journalistic style, research, write and edit a web article, and submit a preliminary list of case studies to include in GEC Annual Report by end-November 2024.
  • Prepare content, formatting, and dissemination of the December newsletter, in a journalistic style, research, write and edit a web article, and submit the first draft of the GEC Annual Report case studies text by end-December 2024.

The assignment duration may be extended for a period of three to up to eleven months (not exceeding eleven months in total), if additional needs arise. Submission of the financial proposal constitutes agreement to the application of the proposed monthly rate for any such contract extension or renewal.

REQUIRED QUALIFICATIONS

Education of expert(s)

  • An advanced (Master’s or equivalent) degree in communications, international relations, political sciences, or related field. (Mandatory)

Required skills/Competencies

  • Ability to multitask under pressure while proactively communicating progress and any emerging constraints and maintaining a high level of responsiveness.
  • Very good organizational skills, tact and discretion.
  • Good interpersonal skills and ability to maintain good working relations with colleagues and staff at all levels within as well as outside the organization Ability to work independently, often within tight timelines, to meet strict deadlines.
  • Experience working in an international, multi-cultural environment.
  • Ability to adapt to a range of projects and to work in a team.

Languages

  • Fluency in writing and communicating in English is required.

DESIRABLE QUALIFICATIONS

Work experience

  • At least 5 years of professional experience working in publications’ coordination and dissemination, communications, advocacy, and social media. (Desirable)
  • At least 2 years of professional experience in strategic advocacy and communication planning and implementation of campaigns / strategies, preferably acquired at an international level. (Desirable)
  • Demonstrated experience in writing speeches, key messages and other written materials for high-profile leaders and senior managers. (Desirable)
  • Familiarity with, or at least knowledge of, UNESCO’s mission in the field of education, particularly regarding teachers, multistakeholder partnerships, or digital transformation. (Desirable)
  • At least one relevant experience working in an international organization. (Desirable)

Desirable skills/Competencies

  • Knowledge of UNESCO publications processes and procedures is an asset
