JOB DESCRIPTION

Role and responsibilities
The purpose of the HR Coordinator (L&D) is to work closely with HR Manager and NRC Ukraine
Management to assess and propose required changes, work to have in place an effective collaboration
with the Country HR team and the Area offices on delivering the global, regional and country Learning
and Development activities. The L&D Coordinator will be leading and delivering the Learning and
Development initiatives e.g facilitating trainings and or coordinating with consultants/trainers to
deliver the initiatives.

Generic responsibilities
1. Implement NRC’s systems and procedures at Country level.
2. Ensure adherence to NRC policies, handbooks, guidelines, donor requirements, national
labor laws and procedures.
3. Prepare and submit reports and analysis on the different learning and development
initiatives.
4. Support line managers in procedures related to learning and Development.
5. Coordinate with relevant partners, suppliers, consultants and authorities when required.
6. Contribute to the development of L&D policies, strategies, tools and new approaches.
7. Ensure that best practices are identified, documented and disseminated both within the CO
and beyond.
8. Provide capacity development across Area offices in the Country Office

Specific responsibilities
– Implement Country Learning and Development guidelines and initiatives, promoting
organizational learning across the country, and ensuring compliance with NRC’s
global/regional L&D initiatives.
– Coordinate and conduct NRC Ways induction trainings for all staff in Ukraine, in close
coordination with NRC Way Trainers and regional HR teams, aiming for 100% compliance in
online training modules.
– Plan, develop, and implement the NRC Annual Learning and Development Plan in
collaboration with Area Managers, Head of Departments, and HR Manager, including
mapping financial needs for annual budgets.
– Proactively plan and lead the learning and development annual planning and budget
process, aligning with strategic operational and organizational objectives.
– Support country TOT trainers in delivering the NRC Ways and provide training to HR teams and line managers on relevant HR L&D tools and procedures.
– Stimulate, document, and share lessons learned and best practices on leadership initiatives and capacity building, while advising and supporting coordinators, managers, and supervisors in creating supportive learning environments.
– Coordinate learning and development activities, including scheduling, event logistics, and evaluation, and develop relevant monitoring tools to report quarterly to the HR Manager with clear recommendations.
– Analyze work and development plans, identify gaps, and assess training needs in partnership with NRC Regional Office and Head Office to implement best practices and innovative L&D solutions.
– Contribute to the development of advanced, innovative L&D solutions and initiatives, including talent development, onboarding, coaching, mentoring, and ensuring continuity and transfer within and across missions.
– Increase access to learning and development opportunities for all employees, including collaboration with other organizations and advising on individual development and potential

Generic professional competencies
– Minimum Bachelor’s Degree in Human Resources Management, Organizational
Management or any other relevant discipline related to Learning and Development.
– Experience in delivering learning and Development programmes and organization learning
and development at least 2 years.
– Capacity to systematically enquire and to analyse trends in learning and development needs
across the country.
– Experience in delivering trainings and personally facilitating some.
– Ability to coordinate and work well with senior Managers.
– knowledge of online web-based learning and Development.
– Experience in learning and development role.

Context/ Specific skills, knowledge and experience
– Knowledge of the context in Ukraine.
– Fluency in English and Ukrainian.
– Experience in inductions, learning and development.
