The consultant is expected to undertake and deliver the following tasks in strong collaboration between the UNDRR and WMO focal points as well as local authorities in Disaster Risk Management, hydro meteorological service provision and regional entities involved in the early warnings value chain.

The process will entail the following:

a) Conduct a Diagnostic Review of Damage and Loss Databases:
– Evaluate the current national damage and loss databases.
– Assess the methodologies used for data collection and processing.
– Update the databases with the latest impacts from Hurricane Beryl.

b) Support the Review and Drafting of National Shutdown Procedures:
– Analyze the existing national shutdown procedures for emergency situations.
– Incorporate considerations for hydrometeorological hazards.
– Propose adjustments & recommendations to update shutdown procedures based on the review.

c) Implement Integration Strategy for NCRIPP and DRIMS
– Review the existing strategy
– Develop an implementation plan to ensure effective integration and synergies.
– Coordinate with relevant stakeholders to facilitate the integration process.

d) Prepare Impact Information for Selected Sectors
– Identify and select key sectors (Tourism, Fisheries, Energy, and Education) for analysis.
– Gather and analyze data related to tropical storm-induced hazards for these sectors.
– Develop and prepare impact tables for the 2024 Atlantic Hurricane Season.

e) Develop a Prototype Information Chain for Impact Tables
– Design a prototype information chain outlining steps to develop impact tables for various hazards.
– Identify and list potential sources of information for each step.
– Test and refine the prototype to ensure it is practical and efficient.

f) Provide Geospatial Analysis Support to the Department of Emergency Management
– Conduct geospatial analyses based on forecasts from the Barbados Meteorological Service and the Caribbean Institute for Meteorology and Hydrology.
– Prepare at least six geospatial analyses for potential risks during the 2024 Atlantic hurricane season.
– Ensure these analyses are compatible with and can be uploaded to the Disaster Risk Information Management System (DRIMS).

g) Carry out other relevant duties as required.

QUALIFICATIONS
Education
University bachelor’s degree or equivalent professional qualifications in disaster risk management and/or meteorology, social sciences, economics and public administration, or related fields is required.
Experience
Minimum two years of experiences in the areas of disaster risk management, resilience, public administration, and/or organizing training and capacity building workshops/courses in the Solomon Islands required.
Other requirements
– Work experience with relevant national, sub-national, provincial and communities’ stakeholders is required.- Demonstrated experience in drafting strategic planning documents, reports and conducting consultations with stakeholders is required.- Excellent knowledge of the Barbados EWS.- Ability to write clear and concise texts in English.

– Good interpersonal and communication skills.

– Personal commitment, effectiveness, and commitment to results.

– Ability to manage multiple, high priority tasks.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
