JOB DESCRIPTION

Result of Service
The consultancy titled ” Consultant for Business As Usual (BAU) Analysis of Climate Change Adaptation in Private Sector ” aims to evaluate the costs associated with the absence of climate change adaptation measures in three key activities of the private sector in Honduras. The expected contributions of this consultancy are as follows: 1. Quantitative Cost Assessment: Determine and quantify the potential and actual economic costs that the private sector will face under the “Business As Usual” (BAU) scenario, meaning without implementing climate change adaptation measures. This will include assessing both direct and indirect impacts on the three selected key activities. 2. Vulnerability Analysis: Identify and analyze the main vulnerabilities and risks associated with each of the key activities in the context of climate change. This analysis will help understand the most susceptible areas to adverse impacts and the magnitude of these impacts in the absence of adaptation strategies. 3. Detailed Report: Prepare a detailed report presenting the findings of the cost and vulnerability assessment. This report should include a clear description of the projected costs under the BAU scenario, as well as preliminary recommendations on areas that could benefit from adaptation measures. 4. Decision-Making Basis: Provide a solid data and analysis foundation that can be used by private sector stakeholders and policymakers to make informed decisions regarding investments in climate change adaptation. Outputs Output No. 1 Report on methodologies to develop an analysis of the cost of Business as Usual without implementing adaptation measures Product No. 1: A document containing: – A detailed description of the approach and strategy to be followed, clearly outlining the methodologies, actions, and stages that will guide the development of the agreed-upon products. This description will provide a comprehensive roadmap for achieving the established objectives. – Report on methodologies for conducting an analysis of Business-as-Usual costs, identifying, comparing, and analyzing experiences from other countries (sectors) in private sector activities (benchmarking). Output No. 2 Cost analysis of Business as Usual without adaptation measures in 3 private sector activities – Product No. 2: Document containing: A report assessing the cost of conducting business as usual (Business as Usual) in 3 private sector activities from Honduras. The report must include, for each activity, a description of the methodology, data, figures, and/or indicators: risks and potential opportunities identified based on the approach to climate change adaptation, and specific recommendations for each analyzed private sector activity for its applicability and replicability. – A mapping and characterization of information sources and stakeholders in the process. Including: Supportive and verification means.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). To implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement and the priority actions defined in countries the Nationally Determined Contributions (NDCs). In terms of supporting countries in the region to attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the transparency framework of the countries. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensuring that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated into the development of its tasks to guarantee equitable development in line with its adaptation objectives. The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed on the implementation of the project “Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras”, framed within the Readiness program of the Green Climate Fund (GCF), and referred as “Plan A Honduras Project: Strategic Planning of Climate Adaptation”. The project aims to sustainably build the country’s capacity to identify, prioritize, plan, and implement measures that address medium- and long-term adaptation needs, considering the decisions of the UNFCCC adopted at the Conference of the Parties (COP) 16, where the “Cancun Adaptation Framework” was approved, which established guidelines for the planning and implementation of adaptation measures and created the Green Climate Fund, and COP 17, where the “Technical Guidelines for National Adaptation Plans” (NAPs) were adopted, providing a detailed framework for countries to develop and coordinate their adaptation strategies. The ultimate goal of the project is to reduce Honduras’ vulnerability to the impacts of climate variability and change by strengthening adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation across all relevant sectors and at different levels, as appropriate, including various ministries, local governments, the private sector, and civil society organizations. The project seeks to achieve its components and objective through: 1. Strengthening the institutional and technical capacity of the country and the participation of interested parties. 2. Strengthening strategic planning for national adaptation. 3. Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC) fostered. 4. Knowledge management of adaptation to climate change. 5. Strengthening the adaptation transparency framework. In order to fulfill the project’s objective, UNEP-LACO is hiring a consultant to develop a “Business As Usual (BAU) Analysis of Climate Change Adaptation in Private Sector Activities.” This consultant will primarily be responsible for providing expertise to the Plan A Honduras Project Team and collaborate with government entities involved, considering the main productive activities of the private sector that impact national processes of climate change adaptation. The consultant for the “Business As Usual (BAU) Analysis of Climate Change Adaptation in Private Sector Activities” will work from home. under the supervision of the Regional Subprogramme Coordinator for the Climate Change unit in UNEP-LACO. He/She will closely collaborate with the National Project Coordinator in project execution. Additionally, he/she will work closely with SERNA’s DNCC and other relevant institutions and sectors.
Qualifications/special skills
ACADEMIC: – A bachelor’s degree in economics, engineering, environmental sciences, business administration, finance, socio-economic development, political science or a closely related field is required. – Master’s degree in project formulation, project management, economics, finance, sustainable development, innovation, environment, climate change, business management, or a closely related field is desirable. EXPERIENCE: – Four (4) years of experience in climate risk analysis and assessment, development of climate change adaptation strategies, preparation of technical reports, resource mobilization, and project formulation and implementation related to the private sector, public sector, or international cooperation is required. – Two (2) years of experience in climate finance, resource mobilization, and value chain analysis is desirable. – One (1) year of experience in cost analysis in productive sectors or related activities is desirable. – Experience in Business As Usual scenario analysis, especially in the context of climate change is desirable. – Experience working with stakeholders from the public, private, civil society, academic, indigenous peoples, and Afro-Honduran sectors is desirable. – Experience in gender integration processes is desirable. – Proven experience working with multidisciplinary teams and the ability to interact with a variety of key actors is desirable. LANGUAGE: – Fluency in Spanish is required. – Fluency in English is desirable.
