Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN with the basic function of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve center of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In line with the ASEAN 2025 and the key aspirations of the three ASEAN Community pillars, namely: Political Security Community, Economic Community and Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified Indonesian citizens or ASEAN Nationals who are currently residing and recruited in Indonesia to apply for the position of Maritime Transport Officer for Transport Division, ASEAN Economic Community Department.

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of Transport Division, the Officer shall be responsible to:1.    Provide technical and administrative support to the ASEAN Bodies in charge of transport cooperation, i.e., ASEAN Transport Ministers Meeting, Senior Transport Officials Meeting and transport working groups.
    • Prepare background papers, reports and updates on transport cooperation for purposes of information, discussion and public dissemination.
    • Assist in the rapporteur works in the meetings.
    • Coordinate the follow up actions and decisions.
    • Coordinate in arranging schedules of meetings.
    • Develop/maintain database of ASEAN transport cooperation.
    • Develop/maintain transport statistical databases in the ASEAN.

    2.    Provide administrative support with respect to implementation of programmes and projects in the area of transport cooperation covering land, air and maritime transport as well as transport facilitation:

    • Assist in the formulation, appraisal and implementation of programmes/projects.
    • Maintain an information system on the overall status of projects.
    • Coordinate and monitor the implementation of projects of the ASEAN Senior Transport Officials Meeting (STOM) and its working groups.

    3. Provide technical and administrative support in the implementation of programmes for transport cooperation: 

    • Compile data for the effective conduct of meetings, workshops and seminars attended by ASEAN Customs Administrations.
    • Assist in maintaining the progress of implementation of the ASEAN Transport Strategic Plan (ATSP) and its successor documents, as well as other relevant sectoral plans, including the ASEAN connectivity and the ASEAN Blue Economy Framework.
    • Assist in updating the ASEAN Economic Community (AEC) scorecard for transport.
    • Coordinate with other Divisions to update the progress of ATSP and its successor documents, AEC and other relevant sectoral plans’ scorecards.
    • Coordinate and facilitate the implementation of transport projects, programmes and activities with Member States and other internal Divisions of the Secretariat. ​​​​​

    4. Provide technical and administrative support with respect to programmes and projects of transport cooperation with Dialogue Partners and international organisations: 

    • Keep updates on the progress of the programmes and projects.
    • Assist in coordinating with Member States and Dialogue Partners on the development and implementation of projects.
Qualifications
    • Advance degree in Transport Planning, Economics/Science, Maritime Affairs, Economics, Public Policy, Business Management, or a combination of those areas of formal qualifications; or other appropriate specialist discipline, that can support the work on international and regional transport cooperation.
    • Bachelor degree with at least two (2) years relevant working experience in maritime transport development planning and policy formulation, implementation and coordination, as well as in project administration from a national government agency or from a maritime transport-related portfolio of an international or regional organisation, shall also be considered.
    • Basic understanding of transport planning and cooperation.
    • Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
    • Proven skills in problem solving in a complex organisational environment and in work planning.
    • Demonstrated ability to develop, implement, monitor and review policy and procedures.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Very good oral and written communication skills in English.
    • Strong interpersonal skills, including experience in cross cultural environment and international settings.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Demonstrated commitment to collaborative work practices.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook relevant to the position.
