POSITION SUMMARY

Under the general supervision of the Country Representative and reporting to the Senior Program Officer – Sustainable Energy, the Officer – Sustainable Energy (Industry) will mainly be responsible for overall implementation and management of EU Energy Partnership project. S/he will also contribute to other sustainable energy interventions as required under the overall energy portfolio of GGGI Cambodia. Energy portfolio of GGGI Cambodia includes sustainable energy in industries, green building, and green job creation in the energy sector.

Being the coordinator of a Project Management Unit (PMU), s/he will be responsible for overseeing the project deliverables, co-ordinate with government/ project stakeholders/ consortium partners/consultants/peer team members, manage risks, ensure tangible project outcomes & visibility of GGGI. Under the guidance of the Senior Program Officer – Sustainable Energy, s/he will also work on resource hiring and procurements for successful completion of the project. S/he will review the performance of consultants as well as being a key point of technical advice and escalation for problem solving within the context of output delivery. The officer will also support and coordinate the Project Steering Committee (PSC).

The above will require understanding and expertise on Industry Energy Efficiency, Energy Audit, Capacity Building activities, policy landscape, EE financing including ESCO mechanisms pertaining to industry sector. It also requires skills of project management, effective coordination with clients/consultants, crisis management, collaboration with GGGI-HQ and strategic partnerships within Cambodia. This position is required to bring the necessary subject expertise, networking skills, sense of client’s priorities etc. This position reports to Senior Program Officer-Sustainable Energy, GGGI-Cambodia.

PURPOSE
  • Manage project planning, stakeholder consultation, implementation, monitoring, and reporting for the EU Energy Partnership project.
  • Implement the Model Green Factory Programme (https://admin.taftac-cambodia.org/public/pdf_file/publicationen_1706760262_6Sj0G8YP.pdf) that entails conducting energy audits, conducting training with an aim to promoting sustainable energy investment and environmental management in the GFT sector in partnership with the factories, international brands and government agencies.
  • Analyse the country context and evolving needs/priorities and integrate them into the project planning.
  • Review the regulatory framework for a transition toward low carbon pathway in industrial development.
  • Review research, analysis, and validation activities to support the development and delivery of technical outputs of the project.
  • Manage, coordinate and support the PIU and PSC of the project.
  • Ensure quality control of the project outputs and activities.
  • Ensure visibility and branding of GGGI, Donor and partners, and effective communications and public relations on the project activities and results.
  • Provide technical expertise and support to other sustainable energy projects as required.

 

ENGAGEMENT
  • Support Country Representative and Senior Program Officer – Sustainable Energy with evidence and data drive inputs and analysis on program activity development, implementation, and assessment.
  • Maintain active relationships with PIU and PSC members ensuring government buy-in and ownership top the Project.
  • Maintain active professional relationships with partner governments, external experts and other key stakeholders to stay abreast of evolving needs and opportunities beyond PIU and PSC.
  • Collaborate with the Community of Practice (CoP) for Green Buildings and Industry at GGGI-HQ on agreed joint activities to ensure integrated delivery as “One GGGI”.
  • Promote the project objectives and Sustainable Energy initiatives of GGGI and comparative advantages with government counterparts, development partners and other stakeholders.
  • Contribute to other internal communities of practice related to Sustainable Energy and Gender Equality and Social Inclusion (GESI)
DELIVERY
  • Deliver project activities and results within established timelines and budgets, identify, and communicate project delivery issues and potential solutions to ensure goals and objectives are achieved.
  • Roll-out factory recruitment campaign in collaboration with TAFTAC, MISTI and international brands; lead pre-audit data collection campaign; supervise, monitor and conduct energy audits as well as post audit implementation of sustainable energy measures in the participating factories.
  • Design and deliver capacity building activities to relevant stakeholders. This entails Leading, monitoring and conducting training on sustainable energy to GFT industries as well as to key project stakeholders in collaboration with MISTI and training delivery partner.
  • Supervise activities to be delivered by project delivery partners, consultants with regards to energy audit and post audit implementation of sustainable energy measure.
  • Organize program activities including consultations, validation meetings, workshops, and capacity building programs based on work plan and budget.
  • Develop ways of working internally and externally to effectively manage project implementation with stakeholders and partners.
  • Develop policy framework required under the project in close consultation with the government counterparts.
  • Develop financing mechanisms to scale up sustainable energy initiatives.
  • Contribute to resource mobilization and proposal development in the areas of sustainable energy.
  • Execute effective project management in line with GGGI’s project management cycle.
  • Capture lessons learned to support continuous learning and improvement.
REQUIRMENT
QUALIFICATIONS
  • Master degree in engineering / environment /climate change / economics / sustainable development / public policy/ business administration.
  • Minimum 5 years of post-qualification professional experience in energy sector, out of which 3 years must be in sustainable energy and 2 years of international experience living and working outside of their home country. Candidates who do not have international experience may be considered for a national grade position.
  • Experience in managing large scale projects preferably in energy sector.
  • Having certification on energy audit is a huge advantage;
  • Experience in Energy Audits / ESCO program management / EE Financing / Technical Consultancy/Program Administration in Industrial Sector;
  • Experience in dealing with donor agencies (including philanthropic organizations), multilateral, bi-lateral and developmental organizations
  • Technical and in-depth knowledge of climate change – mitigation, adaptation, policy and/or financing;
  • Experience in policy development, handling technical trainings, and capacity building;
  • Understanding of financing mechanisms for projects and experience in market assessments, feasibility studies, cost benefit analysis, and stakeholder consultation etc.
FUNCTIONAL
  • International experience in dealing with Energy Efficiency & Climate Change projects
  • Substantial work experience in/with Public Entities/Regulatory Agencies/ESCO related to energy conservation or energy efficiency
  • International / National Certifications related to Project Management, Energy Efficiency & Carbon Trading would be an advantaged
  • Demonstrated experience in writing of quality Proposals, Articles, reports, Blogs etc.
  • Good communication skills, both verbal and written in English language; Working knowledge in any other foreign languages is an added advantage.

WORKING CONDITIONS
  • The Officer- Sustainable Energy (Industry) is an X8 International grade level in GGGI’s International salary scale. For the X8 International salary scale, the annual base salary starts from USD 64,920 with expatriate allowance upon eligibility. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • Cambodian nationals and foreign nationals residing in Cambodia with required international experience may also apply, however, they might not be eligible for expatriate allowance.
  • Cambodian nationals and foreign nationals residing in Cambodia without required international experience may also apply, however, X8 National Grade level will be applicable. For the X8 National salary scale, the annual base salary starts from USD 29,011. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.

ABOUT THE PROJECT

In Cambodia, GGGI established a presence since 2013, supporting the Government on sustainable urban development by promoting green growth policies and investments. The sectoral focus of GGGI Cambodia program includes sustainable energy, waste management, sustainable mobility, and green financing. The GGGI Cambodia team consists of 12 people and seeks to continue expanding rapidly in coming years to meet the growing portfolio and technical advisory request from the government.

Under sustainable energy unit, GGGI has been working on promoting sustainable energy and low carbon practices in Cambodian Garment Footwear and Travel Goods (GFT) sector and as well as in building sector. With the financial support from the European Union and in collaboration with other consortium partners i.e. Geres and Textile, Apparel, Footwear & Travel Goods Association in Cambodia (TAFTAC), GGGI has recently completed implementation of EU-Switch Garment project (https://www.taftac-cambodia.org/partners/switch-garment/). The four-year project (May 2020- May 2024) worked on developing guidelines, conducting energy audits, providing capacity building programs and developing financing schemes to ensure better access to finance for GFT industries in Cambodia.

To build on the achievements of EU-Switch Garment project and carry forward the momentum, GGGI is currently discussing with the EU for a follow-up project “EU Partnership for Sustainable Energy in Industry (EU Energy Partnership)”. Once approved, GGGI will lead implementation of following two components of EU Energy Partnership project:

  • Component-I: Improved industry awareness and capacity to adopt sustainable energy practices through audits and training, including safer and gender sensitive working environment. This component aims at improving industry awareness and capacity to adopt sustainable energy through audits and training, including safer and gender sensitive working environment practices.
  • Component 2: Improved technical and financial expertise of associations to facilitate adoption by the industry of sustainable energy practices. This component of the project intends to improve technical and financial expertise of key industry association/ national entity to facilitate adoption of sustainable energy practices by the GFT industry.

The proposed project (September 2024-May 2028) will be managed by a Project Implementation Unit (PIU) comprising of technical level experts while overall strategic direction will come from a Project Steering Committee (PSC) comprising of management level representatives from project and government counterparts.
