Appointment Type: This is an excepted service, time-limited appointment, that is not to exceed five initial years and may be considered for two, two-year extensions, depending on the needs of the service.
Remote Position: The position is not remote eligible.
Telework Eligibility: Eligible to telework up to four days per pay period (two days per week)

Description of Organization:
This position is located in the Feed the Future Policy, Analysis, and Engagement Office (FTF-PAE) of USAID’s Bureau for Resilience, Environment and Food Security (REFS). REFS’ mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation. REFS oversees four high-level, integrated efforts in support of this mission: Feed the Future, guided by the Global Food Security Strategy (GFSS); the USAID Multi-Sector Nutrition Strategy; the U.S. Global Water Strategy; and efforts to increase resilience in areas of recurrent humanitarian crisis. FTF-PAE coordinates across REFS, the United States Government (USG) interagency, and external partners to set and adjust strategic and policy priorities, generate evidence, and disseminate learning. The Office leads REFS’ efforts to mobilize diverse public and private sector partners to engage in a shared agenda; leads the Bureau’s analytics, performance management, and learning functions; and provides thought leadership and expertise (see the Full Description).

Duties and Responsibilities:

The incumbent:

  • Serves as a Program Officer, with particular responsibilities for budgetary management and planning, procurement and resource allocation planning, project management, reporting, and monitoring;
  • Helps ensure that program objectives and process milestones are met;
  • Supports the design, development, procurement, and management of contracts and grants;
  • Regularly prepares reports and develops presentations, reports, and tracking systems;
  • Assesses and evaluates program compliance with USAID goals, policies, and regulations;
  • Supports data and knowledge management in core food security and resilience areas;
  • Manages processes associated with developing and disseminating information;
  • Plays a key role in coordinating REFS activities, processes, and relationships;
  • Supports formal and informal reporting functions through development and dissemination of data, analyses, and presentations and by serving as an internal and external REFS liaison; and
  • Performs other duties as assigned.

Specialized Experience: For the FL-04 (GS-12 equivalent) grade level, you must have one year of specialized experience at the FL-05 (GS-11) grade level or equivalent. Specialized experience is defined as:

  • Experience coordinating policy, program, and/or budget issues in a large organization;
  • Experience in managing, manipulating, and analyzing large spreadsheets and datasets;
  • Experience reviewing, editing, providing feedback, and synthesizing official documentation;
  • Experience communicating with a variety of stakeholders from diverse backgrounds within and outside of the USG; and
  • Demonstrated ability to build and maintain strong relationships among internal and external stakeholders.

Education Requirement:

  • At the FSL-04 level, at least an undergraduate degree is required.

Conditions of Employment:
