Org. Setting and Reporting
This position is located in the Organizational Development Section (ODS), Strategic Talent Management Service (STMS), Global Strategy and Policy Division (GSPD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports directly to the ODS Co-chief on Learning, Leadership and Management Development. ODS develops a wide range of learning and development programmes, for staff at all levels and for the UN Secretariat at large. These programmes are aimed at developing core values, core and managerial competencies and promoting a shared organizational culture and values. ODS designs and implements Secretariat-wide frameworks to develop staff talent throughout the entire employee life cycle, including onboarding, learning, performance management and career development, with the objective to nurture a culture of engagement, leadership and results, based on the United Nations system leadership framework and organizational values and competencies. Through the Secretariat-wide change initiatives, the Section supports ongoing reform and transformation, responding to input from staff and strategic and operational priorities. Through leadership assessment and development programmes, ODS ensures that the Secretariat builds a strong pool of leaders that demonstrate a high level of ethics and integrity and a focus on results. The Section is also responsible for building a strong foundation of multilingualism and core competence, ensuring that staff continuously develop and maintain the skills and knowledge they need to deliver results.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Conduct thorough assessment of the business’s current LCMS, identifying pain points, and limitation to develop and implement new enterprise Learning Content Management System (LCMS) solution. • Identify learning and technical requirements by conducting a comprehensive needs analysis, encompassing business needs and performance gaps assessment to evaluate the two different LCMS solutions by analyzing their features, pricing, scalability, and compatibility with the business’s requirements. • Create a detailed project plan, outlining timelines, milestones, and resource allocation. Coordinate overall project planning, implementation, and evaluation, managing risks and resources effectively. Coordinate with stakeholders and their teams to ensure alignment and collaboration throughout the project lifecycle. Provide regular project progress reports to the board and leadership, highlighting key milestones, challenges, and successes. • Facilitate migration of existing learning content, including courses, assessments, and user data, from the old LCMS to the new one. This includes data cleansing, formatting, and mapping to ensure a seamless transfer. • Provide training sessions and documentation to ensure that the business’s employees are familiar with the new LCMS and its features. Ongoing support is also offered to address any technical issues, answer questions, and provide guidance during the transition period. • Conduct rigorous testing and quality assurance checks to ensure that the new LCMS is functioning properly and meeting the business’s requirements. This includes testing course delivery, tracking, reporting, and integration with other systems. • Develop governance and change management process by communicating with stakeholders, addressing concerns, and providing guidance on how to effectively adapt to the new LCMS. This ensures a smooth transition for both employees and learners. • Monitor the performance and user feedback of the new LCMS post-transition, identifying areas for improvement and providing recommendations to optimize the learning experience and maximize the benefits of the new LCMS.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required. Experience working with LCMS, technical development requirements, learning content standards, instructional design and staff development is required. Experience in project and risk management is required. Experience in data migration and integration and analytics is required. Experience in training and documentation development is desirable. Experience in quality assurance and user acceptance testing experience is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
