UNICEF in Vientiane, Lao PDR is looking for an international consultant to support the development of operational guidelines on the implementation of the selected package of nutrition interventions in secondary schools. The duration of this assignment is 04 months starting as soon as possible and the consultant will be working remotely “home-based”.

Summary of key functions/accountabilities:

The overall objective of this consultancy is to provide the necessary resources to the Ministry of Education and Sports (MOES) to rollout a package of nutrition interventions in secondary schools.

Specifically, the consultant will:

  1. Develop operational guidelines for the implementation of the minimum package of nutrition interventions in secondary schools, according to the package prioritized by Laos;
  2. Develop a set of training materials for implementers: Central / Provincial / District level officials and school officials;
  3. Develop necessary tools (e.g. monitoring, job aids) for the implementation of the minimum package of nutrition interventions in secondary schools.

Qualification and experience:

  • Post- graduate degree in public health, nutrition, education, international development or other clearly related disciplines
  • At least 10 years professional work experience in related areas

Knowledge and skills:

  • Understanding of nutrition programming and particularly school nutrition interventions.
  • Relevant work experience in developing operational guidelines and training packages.
  • Good analytical and writing skills.
  • Excellent communication skills.
  • Fluency in English is required- both in oral and written communication.
  • Understanding of the Lao context will be an added value.

A) Technical Evaluation, 75 points

B) Financial Proposal, 25 points

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 60 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
