Scope of Work:

Under the supervision of the Immunization Specialist, the consultant will work in close coordination and collaboration with the UNICEF PCO team to conduct the following tasks:
A. Support in the review and enhancement of existing immunization information system and M and E
framework:
– Document and map existing information systems where immunization data are reported (e.g. FHSIS, Icylincs, human resource databases, and other national and locally developed systems modelled in the area) an compare it when national guidelines / protocols
– Support with the review and collection of child health/immunization indicators in FHSIS and the reporting system of partners.
– Assess the data quality dimensions of immunization indicators accuracy, completeness, reliability, timeliness, confidentiality, precision, and integrity.
– Support in the periodic data collection and consolidation of immunization data for planning.
– Support in the processing, analysis (including triangulation) and visualization of data at various administrative levels.
B. Provide technical support to DOH, LGUs and implementing partner in the collection, analysis, visualization and dissemination of immunization data:
– Support in the development of presentation, interpretation, and use of data (including data appreciation and advocacy).
– Build DOH and IP capacity by training, mentoring, and coaching on information and data management considering the entire spectrum of information cycle of immunization data.
– Support in maintaining HR database including attendance to various immunization trainings.
– Conduct regular monitoring and timely reporting of inputs, activities, and results of programs/projects.
– Facilitate the monitoring, information and knowledge management activities, and routine and periodic programme reviews with key stakeholders.
– Develop monitoring and reporting tools (templates and dashboard) for output 1.1 government capacity at national and sub-national levels is strengthened to improve equitable access and utilization of high-impact preventive, promotive, and curative child health and nutrition services under the PHC platform, for boys and girls under five-year-old.
– Provide technical assistance to key stakeholders to streamline monitoring and reporting processes at the national and local level for a more efficient data collection and processing.
C. Support innovations, knowledge management and capacity building in what? Is this for the broad scope of the programme or very specific to data and knowledge management? for immunization information system, data analysis and data management:
– Conduct regular consultations and knowledge sharing sessions with key stakeholders and document best practices and lessons learned to build a virtual repository for knowledge products.
– Prepare data quality assessment and monitoring tools and other relevant tools that would improve data management for immunization.
– Review/develop data quality check protocol and training manual.
– Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
– Identify innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
– Report on best and cutting-edge practices for development planning of knowledge products and systems.
– Participate as a resource person in capacity building initiatives to enhance the competencies of government partners and other stakeholders in what? for immunization information system, data analysis and data management.
– Contribute to the collaboration on data management capacity building support for national partners and institutions and corresponding activities. Provide technical support for implementation of capacity building strategies as a joint commitment with government other partners.
– Contribute to liaise with knowledge institutions to seek partnerships for the identification of capacity gaps and the development of strategies to address them.
Tasks:
– Support in the review and enhancement of existing immunization information system and M and E framework.

– Support the ongoing monitoring of implementation of project activities and validate results.

– Provide technical support to DOH, LGUs and implementing partner in the collection, analysis, visualization and dissemination of immunization data.

– Provide ongoing status reports and updates on the project implementation as per the M&E framework.

– Facilitate in the coordination with DOH and other agencies in the development and finalization of the M&E and/or Result’s Framework of donor reports.

– Identify, support capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.

– Support innovations, knowledge management and capacity building.

– Facilitate or contribute to integrated planning of evidence generation, monitoring activities for the NIP within the team, with government and other partners.

– Support the health team in any other tasks as needed.

To qualify as an advocate for every child you will have…

Education:

  • University Degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
  • Post graduate degree on any of the related fields is an advantage.
  • An educational background on health demography, statistics and data management or any related courses.

Knowledge/Expertise/Skills required:

Work Experience:

  • At least 3 years technical experience in some or all of of the following areas: Development of basic information and knowledge management systems, quantitative and qualitative research, public health, and development of communication or knowledge
    product/materials.
  • Experience in both research development and implementation and management of health related programs are added assets.
  • Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.
  • Demonstrates creativity and ability to translate highly technical information into easily understandable information for various
    stakeholders and audiences.
  • Experience in planning, writing, editing, and collating official reports, presentation decks, etc.
  • Experience in data collection and visualization platforms and various digital tools such as SharePoint, Office 365, etc.
