Process Innovation and Digitalisation Programme (PID)

UNOPS is embarking on a Process Innovation and Digitalisation journey. The Programme aims to ensure UNOPS delivers the highest quality projects – sustainably, on time, and within budget – for partners and beneficiaries.

The Programme is expected to last until the end of 2027. It will enhance UNOPS’ operational efficiency, effectiveness, and agility, overhauling processes and leveraging digital technologies and solutions. It will improve UNOPS’ collection and use of data, capacity for foresight, capacity for planning, knowledge management, and reporting.

Role of the Data Management Specialist, Frontline Teams

UNOPS is seeking an experienced Data Management Sr Officer to assist the PID Programme with technical skills in order to analyse all the feedback and data collected as part of PID country office consultations, ensuring data stewardship. The Data Management Sr Officer will conduct the analysis, collation and reporting of field consultations, through development of effective and efficient analysis and visualisation for reporting and monitoring purposes , allowing PID to identify, diagnose, prioritize, and ultimately improve or resolve pain points, redundancies, and other inefficiencies and issues faced by frontline teams.

The successful candidate is someone who excels at working cross-functionally, is able to translate data and complex information into simple analysis and communications.

The incumbent will work in very close collaboration with the Process-Simplification Manager, Frontline teams, functional (policy) units (project management, HR, procurement, finance), frontline teams (regions, country offices, and project teams), and other stakeholders.

A key intention for this role is to create easy-to-understand communication tools and materials for various audiences to keep them abreast of the status and advancements of PID activities to resolve bottlenecks.

1. Data Analysis

  • In cooperation with the Process Simplification Specialist, work with projects, business units, and/or offices to identify solutions for existing needs on data analysis and visualisation
  • Conduct a thorough analysis of qualitative and quantitative data collected from frontline consultations, identifying patterns, trends, and key insights.
  • Based on data analysis, support the Process Simplification Specialist with development, testing and implementation of effective and efficient data tools, including dashboards and reports to inform decision on identification and prioritisation of key pain points, redundancies, and inefficiencies faced by frontline teams.
  • Conduct, document and present analyses on complex and connected data, proposing and testing hypotheses, trends and insights, providing recommendations for improvements.
  • Other related technical and analysis support as required

2. Data Management and Quality Assurance

  • Contribute to the development and maintenance of data collection tools, ensuring they are user-friendly, efficient, and aligned with PID objectives, providing documentation to project stakeholders on how to use and maintain such tools
  • Conduct rigorous data quality analysis and testing of data sources and tools, implement quality control measures to ensure the accuracy, completeness, and consistency of the collected data.
  • Establish processes to assure ongoing quality and integrity of data, allowing effective and efficient reporting and monitoring.

3. Cross-functional collaboration and knowledge sharing

  • In coordination with the Process Simplification Specialist, functional units, frontline teams, and other data stewards, ensure that PID Programme data adheres to high quality standards and UNOPS data security and governance policies
  • Present and disseminate findings to project stakeholders, revising and updating the PID Programme data tools, as necessary based on feedback from users and stakeholders.
  • Promote knowledge sharing and best practices related to data analysis and reporting within the PID Programme and across UNOPS.
  • Contribute to the development and maintenance of a central knowledge base for PID data and findings.
  • Identify and document leading and best practices in data collection, structuring, quality management, analysis and reporting, and provide technical advice about their intersection with process improvement initiatives.
  • Developing and delivering capability development programs and documentation for personnel and key users to build capacity for data-driven decision-making within frontline teams.

4. Monitoring and follow-up to resolve frontline bottlenecks

  • Coordinate the integration of collected data/feedback into the PID Transformation efforts, in collaboration with Process Simplification Specialists, functional units, frontline teams, and other stakeholders
  • With a focus on the feedback received from various stakeholders, monitor the extent those are integrated into process and system solutions proposed under the PID Programme.
  • Escalate to the PID Leadership and relevant sub-boards instances in which regional feedback is not taken on board

5. Communication and Reporting

  • Create easy-to-understand and well structured data-related communication materials, such as dashboard, presentations, fact sheets, and summaries, to effectively communicate the status and progress of PID activities to various audiences.
  • Prepare clear and concise reports, using data visualizations and infographics, to communicate findings to various audiences, including the PID Programme team, functional units, and frontline teams.
  • Regularly update the Process Simplification Specialist on the status and progress of PID activities related to frontline team process improvement.
  • Work collaboratively with the Process Simplification Specialist (Frontline Teams) to ensure alignment between data analysis and process simplification efforts.

6. Other (and evolution of the position)

  • As the PID progresses and the role evolves, the Data Management Senior Officer, Frontline Teams will be involved in other processes related to data, project management, and analysis, as required.

Education:

  • A Master’s degree in Data Science, Statistics, Information Management, IT, Business Administration or other related fields is required.
  • A Bachelor’s degree in combination with additional two years of experience may be accepted in lieu of a master’s degree.

Experience:

  • A minimum of 2 years of professional experience in data analysis, reporting, and visualization is required.
  • Proven experience working with qualitative and quantitative data is required.
  • Experience working in a collaborative environment with diverse stakeholders is desirable.
  • Familiarity with UNOPS policies and procedures is an advantage.

Language requirements:

  • Full working knowledge of English is required.
  • Knowledge of another official UNOPS language (French, Spanish) is an asset.
