Organizational Setting and Reporting Relationship

The position of Associate Project Analyst is assigned to the Private Sector Financial Institutions Division (PSFI) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

Your Role

As an Associate Project Analyst, you will provide specialized support to PSFI in the performance of operational and administrative responsibilities, including all areas related to the division’s technical assistance (TA) portfolio and operational project support.

You will report to Director, PSFI and designated International Staff and senior National Staff.

a. Project Support

  • Prepare all documentation needed to complete project turnover for administration by the Portfolio Management Division; and
  • Lead monitoring of PSFI’s compliance with disclosure requirements under ADB’s Public Communication Policy.

b. Technical Assistance

  • Support TA documentation preparation and processing for PSFI TAs, manage internal TA approval and budgeting, and handle TA disbursements and liquidations for delegated TAs.
  • Handle recruitment and procurement requirements for consulting services.
  • Communicate with relevant ADB departments involved with TA processing and administration.
  • Monitor PSFI’s compliance with disclosure requirements under ADB’s Public Communication Policy.

c. Statistical and Monitoring Reports

  • Collect information from other ADB departments to monitor and prepare updates, presentations, and reports on division projects and TA pipeline.
  • Coordinate with other departments for available TA budgets for PSFI.
  • Handle respective TA fund allocations and annual/bi-annual reporting.

d. Knowledge Products

  • Manage ADB internal publication and approval process for PSFI knowledge products and events, and coordinate with the PSOD communications team.
  • Ensure that all PSFI knowledge products are aligned with the branding guidelines of PSOD and ADB.

e. Budget Preparation

  • Administer activities to process PSFI’s budget requests.
  • Be the focal point for PSFI’s budget planning and monitoring.

Qualifications

You will need:

  • Bachelor’s degree in relevant field
  • At least 5 years of relevant professional experience
  • Skills on research and data gathering including providing analysis on challenging yet well-defined tasks
  • Skills on using analytics tool for data analysis and development. Prepare notes, papers, and report sections
  • Skills to make informed decisions and be able to establish simple causal links, create pro-and-con lists
  • Skills to set task priorities
  • Experience in processing and administering PSOD TAs, including umbrella TAs (C-TRTA) and subprojects; and third-party funded TAs
  • Knowledge in standard software and IT, including presentation programs like Canva
  • Ability to work with teams as a constructive team member
  • Excellent written and verbal communication skills in English are essential
