Role and responsibilities

The purpose of the HSS Coordinator position is to coordinate HSS risk management. This includes developing and updating HSS strategies, plans and SOPs. It also includes coordinating HSS risk mitigation measures for safe and secure program access.

The following is a brief description of the role.

Generic responsibilities:

  • Develop, review, update and implement the NRC HSS Management Systems and Procedures
  • Conduct Security Risk Analyses (SRAs) according to minimum operational requirements (MOSS)
  • Management of security staff at country office
  • Liaise with other humanitarian actors on HSS-related issues
  • Contribute to the start-up country strategy development assessing new areas that are identified as priority
  • Minimize/mitigate security risks to staff, assets, operations and image of NRC
  • Support, train and capacity build security staff in all offices
  • Prepare reports as required
  • Ensure all staff receive health, safety and security related trainings
  • Act as an adviser to CMG leader during a crisis

Specific responsibilities:

  • Conduct regular SRAs to identify HSS requirements and to assess if all NRC locations are compliant with NRC HSS Risk Management standards.
  • Facilitate implementation and adherence of Afghanistan specific SOPs, guidelines and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan and Medical Emergency Plan)
  • Support Country office and field offices in achieving HSS compliance; including producing a regular status report for CMG
  • Participate in scoping/assessment missions to expand the operational capacity of NRC across the country
  • Support the budgeting process for inclusion of HSS costs; guided by SRA findings and operational needs
  • Present HSS issues at AMG level, including briefs on context and changes in context
  • Periodic and ad-hoc reporting to the Country HSS Manager including analysis of potential HSS concerns and conflict dynamics
  • Provide regular situational HSS updates/alerts/advisories to staff and operate the all-staff WhatsApp groups on HSS updates and HSS movement tracking
  • Ensure new staff, visitors and staff returning from leave receive HSS briefings within 24 hours of arrival
  • Provide HSS input in program planning processes, and coordinate and align HSS support with program plans at Area level
  • Design, deliver or facilitate HSS trainings and awareness sessions to all staff, ensuring that mandatory HSS trainings (as identified in the Security Management Plan) are delivered
  • Provide technical support and capacity building of HSS staff as well guards
  • Leadership of HSS Officers  tasks such as SRAs, training, stakeholder engagement and access negotiations in line with program requirements
  • Ensure monthly area level reports are compiled and submitted to the country HSS Manager
  • Conduct regular security drills for the staff

Generic professional competencies: 

  • Bachelor degree in international relations/conflict dynamics or related field
  • Minimum five years’ experience of working as a Security Officer or Coordinator in a humanitarian or development context
  • Previous experience of working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience: 

  • Strong knowledge and demonstrable ability to analyze the situational dynamics in Afghanistan
  • Good understanding of HSS management in humanitarian context, including physical security
  • Good understanding and experience of playing HSS role as an enabling function of program support
  • Extensive experience cultivating relationships across sectors and communities
  • Completed undergraduate study/ graduated from university in relevant field
