*This vacancy is open to Malagasy citizens and non-Malagasy citizens lawfully admitted for permanent residence in Madagascar. Non-Malagasy citizens, if selected, will be compensated on the same schedule of salaries and benefits as are Malagasy citizens.

The Child Health Specialist will be a critical technical expert and program management member of USAID/Madagascar’s Health, Population, and Nutrition (HPN) Office. Under the supervision of the Preventing Child and Maternal Deaths (PCMD) Lead, s/he will have primary responsibility for providing technical leadership and expert advice on Child Health, which includes Integrated Management of Childhood Illnesses (IMCI), Immunizations, Nutrition, and related interventions to support the HPN Office’s integrated community health services program. In addition to child health, the program encompasses reproductive health (RH), malaria, water, sanitation and hygiene (WASH), mental health and nutrition activities.

In fulfilling this role, the Child Health Specialist will be required to work closely with HPN’s RH, WASH, mental health, and malaria teams in leading the strategic planning and design of all Child Health and related activities, with a focus on best practices and standards for improving quality and accessibility of care, and effective referral processes across the continuum of Child Health services. The incumbent will also provide technical leadership in the design of integrated Child Health programs and tailored health promotion and social/ behavior change communication (S/BCC) interventions aimed at creating demand for/ access to a continuum of quality Child Health and related services. In addition, the Child Health Specialist will assume substantial program management and representational responsibilities, including:

  • Managing HPN’s Child Health activities and related grants and contracts, as well as Global Health (GH) field support activities related to Child Health.
  • Collaborating with units/ staff across the Mission to ensure synergies between HPN’s Child Health activities and other USAID/USG-funded programs as appropriate.
  • Working to ensure synergy and linkages between HPN’s Child Health activities and related programs of the Government of Madagascar (GOM), other donors, and relevant private sector and civil society activities that lead to the achievement of Child Health objectives, including the advancement of appropriate policies and programs to and provision of quality health products and services.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Offers will be initially screened by the Human Resources Office to determine whether they have met the minimum qualifications below. A list of qualified offers will be referred to the Technical Evaluation Committee (TEC) for further consideration and screening.

    1. Education: Master’s degree in public health (MPH) with specialization/ experience in Child Health and management of related programs or related discipline.
    1. Prior Work Experience: Five years of progressively responsible experience working with government and non-governmental agencies in the implementation of public health activities. At least three years of this experience should have been in development or related work for government, donor organizations, host government organizations, or private sector institutions. Experience working with senior government officials, program managers, policymakers and a broad array of health service providers, public health experts, and community leaders.
    1. Language Proficiency: professional level speaking, reading and writing of English (level IV), Malagasy and French.
