Develop recommendations and action plan to support implementation for IRP to adjust its organizational structure and processes to improve delivery of its strategy.

Duties and Responsibilities
The Secretariat of the International Resource Panel (IRP), hosted by UN Environment, is charged with delivering knowledge products to policy makers at the global level with respect to natural resource use and management; knowledge on how to improve resource efficiency; and background information on the impact of different pathways to deliver such actions. Specific tasks and responsibilities 1. Undertake organizational survey and/or individual/group interviews of 4 staff and 1 consultant/contractors and provide diagnostic of what’s working well, challenges and areas for improvement in organizational development and effectiveness. 2. Evaluate IRP’s management and organizational structure in the context of delivering the project’s four-year strategy and project document, monitoring progress, and ensuring accountability. 3. Assess effectiveness of management structure, operating model and accountability systems for execution of IRP’s strategic framework/goals. 4. Identify areas for improvement in decision-making, design of roles. 5. Provide recommendations to improve working practices, effectiveness of management systems, structure and processes for decision-making. 6. Develop recommendations and action plan to support implementation, taking account of inputs of team leads, to strengthen IRP in the following areas: a. Organizational structure and operating model to strengthen internal coordination and delivery against strategic objectives and scale up operations effectively while maintaining an entrepreneurial culture, flexibility and agility. b. Roles, responsibilities and functions to create alignment and effective delivery across workstreams. c. Structures and processes within workstreams to facilitate staff/consultant engagement and knowledge management for effective, ‘customer’-focused and integrated approaches to outcomes. d. Improve the efficacy of IRP’s operations, including resource planning (funding/budgeting), considering its institutional context as part of UNEP and the wider UN system with its rules and procedures. e. Design process and plan to roll out improvements in structures, processes, policies, accountabilities (roles/responsibilities), management systems, knowledge management, and performance measurement.
Qualifications/special skills
• A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. • A minimum of 5 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required.
Languages
• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement. • Working knowledge of the UN system and specifically the work of UNEP is an added advantage. The work will be home-based with possible field visits.
