ETHICS AND INTERNAL JUSTICE SERVICES VPU
The World Bank’s Ethics and Internal Justice Services Vice Presidency (EIJ VPU) is a newly created Vice Presidency within the World Bank Group (WBG) that brings together, under a single umbrella, the WBG’s approach to values, ethics and the resolution of workplace conflict. The EIJ VPU’s vision is to foster a values-based workplace culture and help staff uphold the WBG’s ethical standards. EIJ provides an integrated, empathetic, and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG’s mission. EIJ’s work covers each of the five WBG institutions.
The Vice Presidency has recently been organized as follows:
1. Ethics Advice and Early Interventions Department, which consists of:
• Advisory, Training & Values (ATV) – responsible for the Core Values and the Code of Ethics and associated rules; manages all training and outreach on behalf of the VPU; provides advice and guidance on the Code, with specific focus on conflicts of interest; and manages the Bank’s Declarations of Interest program;
• Anti-Harassment and Anti-Discrimination (AHAD) comprising the Anti-Harassment Coordinator’s Office, and the Race Equity Office.
The Anti-Harassment Coordinator (AHC) – addresses reports of harassment, and sexual harassment, exploitation and abuse; provides guidance to management on preventing and addressing such behaviors; and
The Race Equity Office (REO) – acts as the focal point for the WBG for addressing reports of workplace racism and racial discrimination, at both the individual and systemic levels.
2. Mediation and Formal Reviews Department, which consists of:
• Mediation Services (MEF) – offers a confidential conflict resolution process for staff to resolve workplace issues with the assistance of a neutral third-party. MEF also provides team building and team facilitation services;
• Peer Review Services (PRS) – provides an independent review by a panel of peers of managerial decisions, actions or inactions (not related to performance management) affecting a staff member;
• Performance Management Review (PMR) – provides an independent appellate review of performance management-related decisions; and
• Investigations (INV) – conducts independent fact-finding investigations of allegations of staff misconduct.
3. Ombuds Services, which offers staff a confidential off the record, impartial and informal venue to discuss any workplace issues, and alerts management to systemic trends.
4. Client Services which consists of:
• EIJ Navigator – a centralized intake function to assist staff with their concerns by pairing them with the appropriate channel within the EIJ VPU to resolve their concerns efficiently and expediently.
• Respectful Workplace Advisors (RWAs) – comprising staff selected by their peers, RWAs act as a confidential sounding board for staff and a source of information about EIJ services.
5. The EIJ Front Office which consists of:
• Core Services – providing cohesive administrative support across the VPU; and
• Communications – providing internal and external communications relating to the VPU.
Data Scientist
Client Services is seeking to recruit a Data Scientist to work within the EIJ Navigator. The Data Scientist will be responsible for the EIJ Navigator data design, strategy, architecture, management, analysis, presentation, and support. The candidate will support the evolving work program of the EIJ Navigator. The candidate is expected to work hand in hand with the relevant Analyst to analyze data and to elaborate on management, trends, performance, and on insights reports. The Data Scientist will work under the supervision of the EIJ Navigator Program Officer.
DUTIES AND RESPONSIBILITIES
• Designing and driving the solutions architecture and related customizations as part of the support of applications (Case Management System and Client Relationship System) already in production for the EIJ Navigator.
• Developing and implementing a data strategy that aligns with business processes for the EIJ Navigator. This may include data model designs, database development standards, a data warehouse, analytics systems, data analysis, and reports.
• Defining the EIJ Navigator’s enterprise data management framework, which describes how data is planned, created, maintained, and more. This may include security, reference data, metadata, and master data.
• Creating and implementing procedures relating to data management to ensure data accuracy and accessibility. This may include data acquisition opportunities, data migration strategies, and efficient and secure storage.
• Working closely with the relevant Analyst to analyze the EIJ Navigator data to create reports for the EIJ VPU Leadership and other stakeholders. The deliverables will include management, trends, performance, and insights reports.
• Develop innovative ways to present data and communicate a persuasive and impactful message with the latest data visualization tools.
• Interpret data and analyze results using statistical techniques.
• Support the EIJ Navigator team with data collection, data entry, and quality assurance.
• Working with other teams, stakeholders, and vendors to ensure the EIJ Navigator data system functions smoothly. This may include socializing the strategy with business and technology stakeholders and mentoring and training other staff.
• Participating in systems design, working within an established framework. Providing direction to a team of staff and contractors in their area of expertise and may be responsible for managing the performance of team members.
• Staying abreast of new technologies and market trends, experimenting with new tools and emerging solutions that are in line with the EIJ Navigator’s strategic goals for data analysis.
Selection Criteria
It is envisaged that the Data Scientist would preferably have a Bachelor’s degree or equivalent or higher in computer sciences, statistics, data science or other similar field.
The successful candidate will also have:
• Minimum of two years of proven experience working as a data scientist, including elaborating on data reports and leading projects on data strategy, architecture, management, analysis, presentation, and support.
• Expertise in data visualization and statistical analysis, and hands-on experience in Python, Power-Bi, and Dremio.
• Hands-on experience in two or more of the following: Azure Cloud Services (PaaS & IaaS), Web Apps, Logic Apps, Azure Functions, Data Factory, Data Lake, Key Vault, SQL Server, Service Bus, Application Insights, Active Directory, Cognitive Services or equivalent solutions or applications.
• Hands-on experience in two or more of the following: Data Platforms, e.g., Azure Data Factory, Azure Data Lake Gen 2, Azure SQL DB/Azure SQL Datawarehouse/Azure Postgres/ Azure Cosmos DB, Azure Synapse, Azure Databricks, Azure Event Hub, Azure Purview or equivalent solutions or applications.
• Familiarity with cross-platform services development experience with WebSphere Process Server with a good understanding of SOAP, REST, JSON, WSDL, XML, DTD, XSD, or equivalent solutions or applications.
• Highly analytical, organized, and meticulous management consulting skills.
• Attention to detail and ability to ensure consistent high-quality deliverables.
• The ability to manage confidential and sensitive data and matters with discretion, judgment, and tact.
• The ability to work in multi-cultural environments and teams, and be a team-player.
• Excellent written and verbal communication in English.
