The purpose of the Finance Coordinator – Consortia position is to support building new consortia in which NRC is the grant holder and management of 3 Consortia (R3 Consortium, ARC Consortium, and Livelihood Consortium).

Generic responsibilities
- Compliance and adherence to NRC policies, tools, handbooks and guidelines.
- Overall coordination between Finance Focal Points of Local Partners / Financial Technical Reference Groups.
- Financial analysis and reporting of Local Partners’ financial expenditures and comparison of actual with the forecast.
Specific responsibilities
- Direct focal point for financial management of all NRC local Partners for education and other core competencies.
- Ensure the technical aspect of finance is met in IP through project managed by NRC and it is practiced based on NRC global IP guidelines.
- Collecting, verify and spot check the monthly/quarterly financial reports from IP Members.
- Reviewing and providing feedback to IP Members on monthly/quarterly financial reports.
- Consolidating and submitting monthly/quarterly and ad-hoc financial reporting package (Financial Report, Inventory List and Instalment Request) to NRC partnership Unit on time.
- Ensure that reports are in compliance with donor template and specific reporting requirements.
- Leading the forecast preparation process to ensure that the IPs are submitting a more reliable and realistic forecast that can be achieved.
- Providing detailed report, the finance Manager and partnership unit on performance of the members in case required.
- Providing feedback to the local partners on the progress of the Grant spent under the agreement, seeking feedback, and providing response.
- Ensure the financial monitoring of the local partner, control on spending vs forecast to ensure that the partners spending is based on donor’s rules and regulations.
- Lead in budget revision process to ensure that the budgets are revised and amended keeping the donor rules and regulations in mind.
- Acting as liaising body for management and communication of financial information and data between NRC and Local Partners.
- Ensure effective communication channel is maintained with Local Partners and the NRC.
- Focal point for conducting financial due diligence of potential Local Partners in upcoming grants.
- Acting as finance focal point for other Consortia where NRC is the grant holder when required.
- Ensure that the annual project closure is done properly, and no costs are left unreported to donor.
- Ensure that budgeting, financial reporting and other financial processes take place in adherence to donor requirements.
- Provide up-to-date financial analysis and information to Management when required.
- Other tasks assign by line manager.
Generic professional competencies:
- Minimum 5 years of experience of financial management in humanitarian, recovery, and/or development context, preferably in consortia or partnerships.
- Experience in working with refugees, IDPs, and returnees.
- Experience related to at least five of the activities carried out in local partner, i.e. ICLA, Shelter, WASH, Livelihoods, Governance, Nutrition, Advocacy, Education, Agriculture, Emergency Response, Citizen Charters Programme, Food Security, Natural Resource Management, Health, Demining, etc.
- Fluency in English and a national language, both written and verbal.
- Bachelor’s in business management/administration, Financial Management/Administration, Accountancy, master’s degree is preferred.
- Knowledge of the refugee, IDPs, returnee context in Afghanistan
- Knowledge of the above-mentioned donor financial reporting requirements
- Experience in Finance, and Procurement.
- Ability to work with stress and under high time pressure.
- Excellent ability to work independently with very limited supervision.
