RWANDA: GENDER AND SOCIAL INCLUSION (GESI) CONSULTANT

INTRODUCTION TO GGGI

Funded by the Green Climate Fund (GCF), and in partnership with the Government of Rwanda, through the Ministry of Environment (MoE) and the Rwanda Environmental Management Authority (REMA); GGGI is implementing a Readiness project that aims at addressing key challenges of the land sub-sector actors, including the low level of women empowerment for climate actions especially in rural areas.

It is against the above background that GGGI seeks to hire a consultant with technical expertise Gender and Social Inclusion (GESI) whose responsibility will be to assess the climate vulnerability of rural women, and their climate resilience needs to strengthen their role in climate actions.

OBJECTIVES OF THE ASSIGNMENT

This assignment has two (2) complementary objectives of:

  1. Strengthen the role of rural women in climate actions through assessment of climate resilience and empowerment needs for rural women climate change adaptation and to strengthen their role in environmental protection and climate change actions,
  2. Consult rural women organizations / cooperatives to understand their needs and carry out knowledge sharing workshops to enhance the awareness of their role in climate action.
DELIVERABLES

The assignment will be undertaken over a period of twelve (12) months with a total of working 180 days.

The expected deliverables of the consultant are as follows (however, the consultant may be required to produce additional deliverables as deemed reasonably necessary by GGGI and the NDA – REMA).

  1. Rural women capacity needs assessment report and action plan outlining recommendations for women empowerment for their role in climate action.
  2. Analysis of impact of the NDA – REMA programs/projects or policies on women, men, and gender-diverse individuals and provide recommendations for improvement
  3. Two (2) consultative meetings and two (2) knowledge sharing workshops with workshops reports, workshop materials, list of participants, and pre-and post-workshop survey to assess knowledge gained
  4. Environment and Climate change awareness creation handbook for rural women in climate action (translated into kinyarwanda)

The assessment report structure will be but not limited to:

  1. Executive summary
  2. Introduction and brief background
  3. Assessment of Climate vulnerability of rural women
  4. Assessment of the impact of the NDA – REMA programs/projects or policies for rural women
  5. Capacity needs assessment to strengthen the role of rural women in climate actions
  6. Recommended action to empower rural women for their role in climate actions

The reporting requirements including the final report contents, anticipated length of the report, presentations will be agreed during the assignment inception validation

All reports and outputs must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, models and any other material.

Deliverable #1: Inception report on rural women capacity needs assessment and analysis of impact of the NDA – REMA programme / projectswith detailed methodological approach for:

  2. Assessment of the impact of the NDA – REMA programs/projects or policies for rural women
  3. Capacity needs assessment to strengthen the role of rural women in climate actions

  2. Translate draft of handbook for environment and climate change awareness creation

Timeline: 10 months after signing the contract

Deliverable # 5: Final Report and Final translated handbook

Timeline: 12 Months after signing the contract

[NOTES]

  • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the proposed measures.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • All reports and outputs must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, models and any other material
  • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
  • Final report must be approved by the GGGI with the agreement of Rwanda Environment Management Authority (REMA). The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
EXPERTISE REQUIRED

(1) Academic qualifications:

  • The consultant should have at least a master’s degree in gender studies, social sciences, development studies, environment and climate change.

(2) Experience:

  • At least 5 years of relevant professional experience in gender and social inclusion, and knowledge of the national and international sustainable development and GESI policies and frameworks
  • Experience working with international institutions and or government institutions is an asset.
  • Prior experience working with the Government of Rwanda is a plus.
  • Familiarity with gender analysis tools and methodologies
  • Excellent communication skills and ability to liaise with various stakeholders, presentation, report writing and analytical skills.
  • Capability to work effectively under tight deadlines and to take on a range of responsibilities.
  • Able to work independently and self-manage deadlines and deliverables.

Language:

  • Fluency in written and spoken English is required.
  • Knowledge of Kinyarwanda is considered an asset.
